armament occupies the minds of Eu r
rope. But of whom? Those of the)
rulers? Assuredly no. For when they
have had anythtng to oer on the sub
ject In The Hague conference they re
fuse to consider It seriously. In general
It Is the newspapers which occupy them
selves with the auestlon, as with any
other of a political nature which offera
them an opportunity for discussion.
As to Germany, Its position Is very,
simple. It has often declared that It
will not oppose a loyal and positive dis
armament of all the great military pow
ers, but will not be the first to disarm,
adding that It will be difficult. If not
Impossible, to watch the execution ot
the disarmament of other nations.
Another thing; would be the limit ot
armaments, remaining thus In the state
quo of the present. Such an agreement'
at The Hague would perhaps be ac
cepted by Germany. But there would '
always remain the question of the limi
tation of the armaments and Its controL
It is Interesting to recall the move- i
ment in favor of disarmament In 1869,'
when It was seriously discussed In the .
Prussian parliament, on a motion of the
distinguished Virchow, who proposed ;
general disarmament to be begun by
Prussia. This in 1869, and a year af- "
ter came our war with France. Nothing;

ony. It is now shown In the great
Wllllhelm canal, which is found too nar
row and shallow after 10 years of use.
During the discussion of the project,
20 years ago, htere were those, who
wished to consider the development of "
marine art In 50 years ahead. But tha
government contented Itself with the
measurements that would satisfy the)
demands of that day and now they can
not pass their larger ships of war, nor
even the giants of the merchant marine, '
although they have spent more than
200,000,000 marks ($50,000.00ti. The '
federal council finds It necessary to aslc
a new expenditure of 330,000,000 marks '
to correct the defects Of its old econ- '
omy. The sum will, of course be con
ceded, but what tremendous difficulties
will present themselves n the naviga
tion of the canal during It enlarge- ,
ment.
It is evident that the trials alliance
with Italy and Austria, Is not regarded
throughout the empire with Its former
enthusiasm. Ther is a general agree
ment with the opinion of Kismark, that
no alliance will be able to - prevent a
nation in a moment of danger following
the Inspirations of its own-interest.
The alliance of Italy and France In 1879
placed no obligation upon Italy when
the Franco-German war eame. And
the alliance of France with Russia cer
tainly did Russia no service In her war
with Japan. And we feel sure- in Oev-
many that if we were to war with
France, Italy would give ua no help,
save as Its own Interests should In
