John P. Neehan, a well-known resi dent of Portland, died at St Vincent's hospital yesterday morning, after a. two weeks' Illness. Apoplexy was the immediate cause or ins ueatn. sir. Neehan was born at Port Ma Gee, County Kerry, Ireland, 38 yeara ago, and had been a realdent of Portland for the past 25 years. He was an active member of the Catholic Order of Foresters and of the Ancient Order of Hibernians. He leaves a wife, mother and two sisters, all of whom are now in Portland. McDowell Jr. this morning filed in the circuit court suit against the Home Telephone ' company for 810,000 damages for a broken ankle, alleged to have made him permanently a crip ple. McDowell says that on iuarch 12 this year he was employed by the com pany stretching wires on Mllwaukle street, a block and tackle being used to stretch the wires. The timbers to which the pulley waa fastened gave way, swinging around and striking Mc Dowell on the ankle. Edwin Hleks died of paralysis ' at Good Samaritan hospital yesterday morning after an Illness extending over a period of months. Mr. Hicks was the father of U J. Hicks of the Hicks-Chat-ten Engraving company and waa 74 years of age. He was born in-Ohio. The committee waa swsmped by successive petitions for bltullthlc and macadam improvement, each of which contained over half of the property own ers. The complicated atate of affairs baffled the committeemen snd they finally decided to deny all of the pe titions and have them recirculated to see Just exactly what the people were in ravor or. The Belmont street paving matter has caused one of the warmest fights waged before the council. Now it will be necessary for the supporters of the two pavements to do their work all over again. The side which secures over one half of the property along the street will win when the matter cornea up for consideration again. City Attorney Kavanaugh recom mended to the committee yesterday that assessments for street Improvement be apportioned in relation to the benefits received. At present the assessments are levied against the abutting prop erty owners who think they are un justly assessed. The city attorney of fered his views when a protest from Denver svenue property owners wss heard. On this street some of the prop erty owners were taxed less than a dol lar while othera were required to pay as high as 3187. The great difference was explained as being due to cuts and fills. Owing to the fact that the holders of franchises revoked by the council were unable to prepare substitute meas ures In time for yesterday's meeting, the matter will go over until the next meet ing. Wright, formerly clerk of the Portland hotel, has returned from his mine near Casper, Wyoming, and brought back the first piece of copper taken out of the property. The ore runs 74 Der cent Dure copper and Mr. Wright presented the nrst specimen to his father-in-law, Henry C. Bowers, manager of the hotel. Altogether Mr. vvngnt nas tnree mines, known as the Yellow Dog Nos. 1, 2 and 3. They are situated In the Copper mountain region and are among the -most promising In that section of the country. Mr. Bowers is associated in the mining property with Mr. Wright.
