yesterday inspected the hard surface
pavement laid on Orand avenue and
round it to be in good condition. In

blocks between the streetcar rails were
solidly imbedded in cement, the mayor

efforts and came to the conclusion that

rails are now down except at the inter

the water board yesterday delivered a

nent merchanta of Ray, Washington
county, Oregon, called at The Journal
office today and denied that crops were
poor this year throughout Waahington
county. "We are having among the
best If not really record yields all along
the line," said the Informant "For in-
atance, my farm la producing 80 bushels
of oata to the acre without fertilizer.
Another farmer raises this year 35
bushels of wheat to the acre, and atill
another Is raising 11 bushels to the
acre. Another farmer raised 35 buahels

The park band concerts have been
very successful this season, and it la
said that the park commissioners are
already planning to secure enough
money for next summer to give the cit
izens free music every evening. Visit
ing musicians who have heard the band
under Big. De Caprlo this season say
that Portland can rightly claim the
beat band on the Pacific coast. The
band numbers 32 pieces, exclusive of
the director.
Last night's concert at Hoi lad ay
park waa attended by aeveral thousand
people. Tonight's concert will be given
at the naze, and it will be the last
time the band will be heard there this

Contracts Formerly Issued
by Pacific States.
Complaints are coming In to the Pa
cific States Telephone company from
would-be subscribers who allege there
Is an unjust discrimination In the rate
charges for telephones throughout the
city. It Is said two prices are charged
for telephones in the houaea of next
door neighbors.
One complainant asserts that he vis
ited the Sunset company in an effort to
secure either a S3 four-party telephone
or a nickel $1.50 guarantee telephone,
both kinds being In use in his Immedi
ate neighborhood, according to his rep
resentations. He claima that both of
his requests were denied by the tele
phone company on the ground that the
uaera of such telephones had secured
them under contracts now obsolete.
Therefore the subscriber must either
?o without the telephone or pay a rate
wlce aa great as his neighbors, the
company now asking for a two-party
lino $5 and for a nickel phone a guar
antee of S3 instead of tl.50.
Manager J. H. Thatcher of the Pa
cific States Telephone & Telegraph
company stated that varying rates were
charged, but said that no new contracts
were being signed under the old rates.
"Some time ago we did give contract
for nickel telephones for a guarantee
of $1.50 and for four-party lines at $3.
For over a year, however, we have not
given any such contracts, and as fast as
the old ones lapse they are cancelled.
We are trying to get rid of them as
fast as we can.
"Of course when the rate was made
there were many who took advantage
of it, and until they let their contract
lapse we must allow them to continue
having telephonea at the old ratea. It
haa not been our custom to take up a
contract at the end of a year, although
the contracts read one year from date."
