The chief complaint of the delegation was that certain private companies were transplanting eastern oysters to certain districts of the bay formerly occupied by the native var ieties and acquiring the exclusive rights to the beds. Certain members advanced the opinion that all transplanting oper ations should be carried on by the government In order that private fisher men might not be forced out of business.
