Architect W. L. Morgan, who has be
come known as the builder of apart
mont houses, has decided to eclipse all
his former efforts In this line and put
up the handsomest apartment in Port-
word, and the people are told that the
next douma will consist of nobility,
landed proprietors, and great employers
of labor that the government relying
solely on military power, will cede only
to force, and that therefore it Is neces
sary to organise in order that the people
may get their rights.
Many members of the Bt Petersburg
police force complain of overwork, due

not free. Only recently a search waa
conducted at a house occupied by mem
bers of a branch of the ministry of war,
and an arrest was made.
Vew Anna Act Prepared.
It is believed at Calcutta that the In
dian government has been corresponding
with the government of French India re
garding the facilities afforded for the
smuggling of arms through Chanderna
gar and Pondioherry.
The French colonial government
heartily assented to the British repre
sentatives, and a new arm act has
been prepared, containing stringent reg
ulations with regard to the purchase
and possession of arms by French na
tive subjects. In laying the act before
his council, the French governor re
ferred to the "anti-European movement
which is going on around us in British
territory, and he also made a pointed
reference to the tendencies to some
extent revealed at Chandernagar.
