Austrian etiquette requires a man to
raise his hat to all his acquaintances,
male and female alike, as well as to his

eighty years of age, is heading a cru-
sade against this time-honored oustom.

custom or 100 years ago.
Count Harrach, however. Is not the
real originator of the movement.
Borne months ago the authorities of a
small town In Bohemia attempted to
deal with the same question in a very
summary manner. Convinced of the
physical evils resulting from thus ex
posing the head, the council passed an
ordinance prohibiting the practice under
penalty of a fine of one crown (20
cents), the money to go to charity. But
the citizens wouldn't stand for any such
rulings and It was found impossible to
enforce the ordinance. But now that a
personage of the great social eminence
of Count Harrach has taken the matter
up, the result may be different.

man of the highest social importance.
To begin with the Harrachs have their
place in the second division of the ven
erated Almanach de Gotha. among the
mediatised princely I'amillen who were
one time reigning houses. The Har
rachs belong to the ancient feudal aris
tocracy of Bohemia, and can trace their
ancestry back In unbroken line to 1289.

She attends his majesty at all court
functions, and makes the presentations
of the ladies who are Introduced at
court Count Harrach Is a knight of
the Oolden Fleece and of the Roverelvn
Order of Malta.!

peril from the spread of the opium
habit. Whileunusual efforts have been
made to eradicate the use of absinthe, a
graver evil has grown up unnoticed. It
has secured such a foothold, especially
In seaports, that an official inquiry has

duced the custom. Brest and Toulon are
the cities suffering most. Already,
however, it Is said there are 10 opium
dens in the heart of Paris. In seaport
towns they flourish almost without re
straint.
The French laws forbid importing
opium junder heavy penalty. If any
is found on a steamer the owners are
fined 1200,; even if the shlp"s officers
are Ignorant of Its presence aboard.
