HARRIMAN Klamath Falls Chamber of Commerce Advocating Measures Which Will Induce Manufacturing Flants to Come to That City. Heavy rails piled up at Drain for the Southern Paclflc'a extension to Coos bay have been taken away, giving rise to a report that the company had aban doned the Coos bay extension. These rails were taken to the California & Northeastern, to bo used In rush work on the line that la to be made the main line of the Southern Paclflo around the Siskiyou mountains. Other rails will be substituted for use on-the Coos bay ex tension. The Klamath Falls line is being laid Ith 86-pound rails, the heaviest rail that la now belnr used In ordinary rail road construction. The builders re ceived orders from E. H. Harrlman, It said, to push construction or the Klamath Falls line, and as there were no heavv rails to be secured in the mar ket the rails at Drain were appropriated. It is reported that the Coos bay line will be laid with 66-pound rails. The builders expect to complete the Klamath Falls line to uorris mis ran, and to Klamath Falls by next spring After thr road reaches Dorrls It will encounter three or four miles of heavy work, and two tunnels. These will be handled durlnr the winter months. Klamath Falls peoplo are advocating measures by their cnamDer or com merce that will Induce manufacturing filants to come Into that city. It la be leved by the enthuslastio pushers that Klamath Falls Is bound to become a great manufacturing and distributing center for the southern half of Oregon, if modern methods of advertising and development are employed. The completion of the California Northeastern will be followed by an in flux of San Francisco salesmen, and the business of that portion of Oregon will go to California until such time as the road shall be extended northward and westward across the Cascades to a connection with tha line to Portland. Klamath Falls will. In connection with the government's Irrigation proj ect, develop several thousand horse power from the Klamath river, for pro ducing electrlo current and it Is pre dlctea that the city will within the next two years be able to offer strong in ducements to manufacturers. land Railway. ' BENEFITS REALIZED BY ALL SHIPPERS Producers and Merchant Satisfied Improved Koadway Will Prove a Great Factor In Reducing Freight Rate With Loading FaclIiUea. A movement started last spring among business men of Tha Dalles to secure extension of tha Celllo portage road to Tha Dalles, there to meet open river transportation and convenient loading facilities, has been quietly re newed with greater vigor than ever. Producers and merchants In that region realise, since tha demonstration has been made by tha road under existing difficulties, that It will prove to ba of Immense benefit If It can ba extended, to Tha Dalles wharves. Prelg-ht Kates Jtednced. Instances continue to multiply in the eastern states to show tha great benefits of water transportation In regulating freight rates and repressing the greed of transportation companies that oper ate on the theory that they are entitled to appropriate an ever-increasing share of the prosperity of the producer In ad dition to the legitimate growth of trans portation profits. An interesting experiment In the pos sibility of developing water transporta tion In competition with that by rail Is being tried by the merchants of Kan sas City, Missouri. Eastern railway rates are made to the Mississippi river. Another rate basis is in force between those points and cities on the Missouri. Under this arrangement a Kansas City wholesale firm paying $60,000, for in stance, for freight from New York, found that the long haul from New Tork to St. Louis took $36,000 of this while the short haul from St. Louis to Kansas City cost $26,000. So widespread was the dissatisfaction that a large number of business men combined to organise the Kansas City Transportation & Steamship oempiny aj a cooperative concern to engage in the river trade between Kansas City and St. Louis, a distance of about 400 miles. As the navigation of the Missouri had long ago been abandoned It was neces sary to acquire boats, and two were bought at a cost of $40,000. It was believed possible to operate the boats with sufficient economy to make possi ble an average reduction ot about one third in the freight rates charged by the railways. Boats Tie Up at Might. Aa snags have been allowed to ac cumulate in the channel and the river Is not lighted, it is necessary for the boats to tie up at night. Even with that waste of time, however, It has been possible to make the up-river trip In six days and the down trip In four which is faster time than the railways in their congested condition frequently make with freight shipments. The Transportation & Steamship company has enough money available to pay for two more boats, and it is the plan as the river trade develops to put more steamers in service, with the Idea of forcing the railways to meet the water competition.
