by the late General Bplnner, former
treasurer of the United State, that
when a woman employe of the govern
ment renders the same service as a mam
she should have equal compensation.
The case on which the secretary pad
Is that of Miss Margaret V. Kelly, who
for more than a year has been perform
ing the dutlca of adjuater of account
for the director of the mint, an office
formerly filled by a man who drew a
salary of $2,000 a year.
George E. Roberta Juat before quitting
the office of director of the mint rec
ommended an advance In Mlaa Kelly'
salary. She has been receiving 11,600
a year as a classified employ of the
civil service, and Secretary Cortelyou
said as she had been aatiafactorily per
forming the duties of a 12.000 posi
tion she should have th alary, and h
appointed her adjuster.

Astoria, Or.. July 26 Louis J. Hill,
president of th Great Northern Rail
road company, during hla visit to As
toria yesterday inspected the Jetty and
examined conditions at the mouth of
the river. President Hill was accom
panied by Mr. Nutt.
Mr- Hill stated It was necessary to
have large terminals here and that If
the ground In front of Astoria proper is
too hilly and too much filling Is neces
sary the terminus will have! to be built
down the river, probably between War
renton and Fort Stevens. Mr. Hill re
gretted he could not accept an invita
tion to take an automobile trip through
the cRy, but stated he would be here
again in a short time and certainly
mingle with the business men, of As
toria and do everything In hla power to
make Astoria one of the greatest ship
ping ports on the Pacific coast.
Manager WTiyte, of the ohamber of
commerce, met the party and went over
the terminal details with them.
