All docks along the waterfront of the city can be forced by the city council to lay pipes for Bull Run water on the premises for the use of employes and those who are forced to transact busi ness at the docks, according to a de cision of the rlty attorney submitted to the city auditor. According to the report of the harbor master sent to the council Home time ago most of the docks along the water front are not equipped with city water pipes and furnish Impure water to those who work at loading and unloading the vessels coming to the port. In the estimation of the city attorney this oondltton Is contrary to the policy of public health conservatism and lays the owners of the docks llsble to being forced to Install the needed water ser vice. It Is probable that the city oouncll, sctlng upon the opinion of Cltv Attorney Kavanaugh, will at Its next meeting take some action looking to the Imme diate remedying of conditions along the wsterf ronL leaves. The committee will act Immediately and ask that a hearing be given by the com- mlNSion at Mllwaukle. The meeting was the outcome of con tinued agitation by Mllwaukle citizens and repeated requests to the Oregon Water Power & Hallway company for a 5-rent fare. It Is charged that the com pany In maintaining a 10-cent rare is discriminating against Mllwaukle. while collecting only o cents for passage be tween Portland and St. Johns, Lentz and Nickum's station, which distances are further than between Portland and Mllwaukle. The meeting was called to order by Mayor W tlllam Shlndler. and J. W. Gras ley was made secretary. Reports were read giving the subs'ance of petitions and replies that have been exchanged between Mllwaukle citizens and the com pany officials for several years. In a reply from General Manager F. I. Fuller It was pointed out that Mllwaukle has a 7-cent fare by use of commutation tickets. He said the St. Johns line and the Lentz 5-cent fare were not profitable to the company. It Is argued by subur banites that the individual lines reach ing into the surrounding country should not be required to show a profit separ ately considered, but should be regarded as feeders to the main city lines, which are said to yield a very large profit. At a meeting of the soliciting committees and incorporators held at the Commercial club It was decided to effect permanent organization and begin preparation of the grounds and erection of winter quar ters at once.
