(Jeansl SpecUl Service.)
N York, Jun 19. During luncheon
today on board of th Southern Pacific
company's new turbine steamship, the
Creole. E. H. Harrttnan startled those
present by announcing- that sines the
States government had reoently
red foreign "Steamships to carry
to tbs Pacific coast he would do
same. "Tba. bars are flown,- saia
lr. Harrlman. "end I am going to ship
coal to the Pacific coast la foreign va-
- els." ... - -
That he proposed setting the havira-
-non laws of me unuea. aiaie i one
' side aroused his listeners. - -
There were several present who called
his attention to the navigation' law
that expressly state that a foreign ship
,, shall be confiscated If she engages la
' coastwise trade In the United Btatee.
That th government about two weeks
ago made charters with representatives
"of foreign cargo steamships to carry
coal to. the -Pacific-coast- became flret
known afterward, and It was suggested
, that the covernment could not break
- Its own laws. The secretary of the navy
acknowledged - that - such charters had
been made and asserted that It was lm
poeelble to obtain -vessels t under the
American flag to carry coal. "
Whether or not conditions la time of
peace will allow such charters to pass
unchallenged remains to be seen, but
many of Mr. Harrlman's hearers stated
- their belief that an attempt on his part
to send coal to the Pacific coaat for
commercial use In ships not flying ths
American flag would open the way for
asrlous comQcajlona. .
