spector Barbour announced this morn
ing that Watchmen R. P. Bonbam and
Albert W. Long have been promoted to
Chinese Inspectors to be stationed at
Astoria and that Watchman Victor
Brandt will ba transferred back to this
port.
Inspector Bonham will take tha place
of former Inspector C. W. Lamer, who
haa returned to thla city after having
left the aervice. Long will take the
place now being filled by Victor Brandt,
who haa been acting in the capacity of
Inspector and watchman both for some
time.
The Chlneaa interpreter who Waa to
coma out here from St. Louts to fill the
position now occupied by Seid Gain haa
not arrived yet and It Is suspeoted that
he will fail to materialise. Held Gain,
who la considered the beat Chinese In
terpreter In the United Statea, and per
hapa In the world, waa lnatructad to go
to St. Loula when the general transfer
was ordered throughout tha United
Statea, but he declined and- filed hla
resignation Instead, since he did not 1
wish to remove from this city where he
waa born and raised, and where he has
extensive business Interests.
Beta's resignation has not bean ac
cepted yet and It Is thought that It
won't be since tha aervice would there
by lose one of Its most valuable men.

British Steamer Causes Alarm Going
Down River.

Kallbia made things lively going down
the river on the Fourth of July, accord
ing to Captain Harry Emken, who re
turned this morning after having piloted
the bisr lumber laden craft to the sea.
The Kalibla was a verltabls floating

ment, some sort of a hideous signal of

exploded. .
"The reports from these signals could
be heard for miles and the echo rever
berated from hill to hill Until it had
been repeated about a dozen1 times. Hun
dreds of people came , rushing down to
the river to learn the cause of all tha
noise and Captain Walker thought it
