Intoxicated Passenger Suppoaed to Have Drowned In River. A passenger la supposed to have walked off the steamer Charles R. Spen cer yesterday morning and drowned in the Columbia river while the steamer waa off Vancouver and bound up the river. Boats were put out at the cry of "Man overboard!" but not a sign of any one appeared on tne aunace, so the steamer's agent here atated thla morning:. The person who gave the alarm said the man waa intoxicated and that he came walking out on the lower deck in a sort of stupor. He waa evidently con fused and did not see where he waa go lna.
