Mr. Hum is a son of C. J. Minis, iive
stock agent of the O. 8. N. Co. He
. went to the Philippines about four years
ago to enter the government corps of
'engineers and was assigned to the bu-
r reau of port works, This -gave ' much
opportunity to travel .extensively, and
incidentally to become . familiar with
things and conditions. -f ;
"The Americans have done wore, in
; the six years to the teal advantage of
ne natives or tne islands than a uy or
the old European countries have' done
in a century ror the natives or Shelr col
on lea," asserted Mr. Mlllls this" morn In.
"There are more people capable f
peaamg English In the Philippines to
i day than there were Spanish-speaking
peop .in the Islands at any time. In
fact. V will be only a short time when
- English will be the universal language
there. The natives are picking it up
very readily. - '
"The American' trade schools are
bringing about a new era, because In
. them the boys of the prominent families
are being taught that labor is worthy
of a gentleman. When the United States
first gained control of the Islands it
was considered a disgrace for a native
: to perform any sort of manual labor.,
Office work was tha fashion, even - at
starvation wages.
i "Three railroads are being built
throurh the archipelago one through

, and one through Negros. . The old Eng

Under the supervision of Superintend

department the Burlt street slip is to
day being put into presentable shape.
For weeks the place has been a disgrace
to tbe city. For the third time atten
tion, was called to -the matter throuxh
the . nress . yesterday with the result
above noted. ' ' , ' f
Tbe Stark street landine- is owned bt
the city, but when requesting the ten
ants of the -adjoining building to re
move a lot of old boxes that had been
plied up across the roadway Supertn-

tendent Donaldson was told that the
street does not In reality belong to the
city and that consequently tne oniciais
would have' no authority to remove the
obstructions. The city employes were
put to work, hqwever, and this after
noon the greater portion of the rubbish
will be removed or piled up out of the
way. - - '
The photograph printed herewith
shows the "approach" to tha foot of
Stark street It was taken yesterday
afternoon by The Journal photographer.
The boxes to the north side of tbe street
belong to JJowengart & Co., wholesale
milliners, and those on the south side
to the Pacific Paper company. This
afternoon the boxes have been piled up
against the walls and take up much
leu a Dace. .
The float built by the city for tha
benefit of small boats also needs atten
tion or It will be impossible for Admiral
Swlneburn and his auents to get ashore
from tho cruiser Charleston when aha
arrive here next Tuesday noon. The
warship launches have always landed at
the Stark street slip In the past, but It
will be Impossible to do so this year

The - United - States : government Is

The acetylene buoys have been need

by the action of the winds and waves.

The American -steamer Melville Dol

Columbia river, under charter to r. f.
Baumgardtner to load a cargo of railroad

carry a large cargo, as her net register
IS 3i tons. j
Tha demand for railroad tiea is said
to be not quite so strong as a few
weeks ago, the buyers being anxious to
force down quotations if possible. The
tie men. on the other hand, declare they
would rather shut down their mills tem
porarily than come down on the present
very satisractory prices.. , . t V; .
