Reports of the unspeakable horrors of the Russian prisons continue to be made to the duma. The latest reports to attract at tention are those which M. The sections of the reports already received constitute a norrioie oauuogue of tortures lnflloted on political pris oners and suspects with the object of extraoung confessions, une report oe- ?;lns by stating that a special commit ee was appointed at Riga for the pur pose of dlreoting the infliction of tor tures and that the government, with the knowledge of the administrative authorities, the publio prosecutor and the colonel of the local gendarmes, em powered the committee to kill accused persons without trial.
