NEW RAILWAY RULES

rules and regulations drawn op by the
state railroad commission to govern the
transportation of passengers, record of
car distribution, the provision of safety
devices and other matters were put Into
effect today. The rules provide, among
other things, for the Issuance of Inter
changeable mileage books, 1,000 miles,
at 1 60, for regular trip tickets at regular
rates good for 10 days, and for the re
demption of some within six months if
not used, provides for bulletin boards
for recording train movements, specifies
what the record of car distribution must
show, and orders the maintenance of
comfortable r.nd sanitary waiting rooms

Horrible Torture Is Inflict-
ed Upon Russian Political

St Petersburg. June 10. Reports of
the unspeakable horrors of the Russian
prisons continue to be made to the
duma. The latest reports to attract at
tention are those which M. Pergament
Is making In piecemeal nesenoing va
rious outrae-es Inflicted by the notice
and the prison administrations at Blga
and other Baiuo towns.
The sections of the reports already
received constitute a norrioie oauuogue
of tortures lnflloted on political pris
oners and suspects with the object of
extraoung confessions, une report oe-
?;lns by stating that a special commit
ee was appointed at Riga for the pur
pose of dlreoting the infliction of tor
tures and that the government, with
the knowledge of the administrative
authorities, the publio prosecutor and
the colonel of the local gendarmes, em
powered the committee to kill accused
persons without trial. Many of these
things the governor admits of bis own
aocord but pleads juaurwauon.
Unprintable Stories.
Some of the descriptions of the tor
tures employed are unprintable. The
report alleges that finger and toe nails
and hair were torn out. and that pris
oners were, flailed with India, rubber
sticks until the flesh was hanging In
stripe. Salt was then rubbed in.
One young man who was shot after

other wounds. Another man was tied
to a -bench, a plank was laid across
his-' body and two policemen see-sawed
on It until they broke the back of the
victim.

third lad until his chest bones were

died.
After being tortured, the maimed
wretches were generally shot near the
Riga Central prison.
Old and young were treated: alike. A
child of t, for instance, was brutally
flogged to make him tell khere. his
father was.
