Hubbard went to Seattle this evening to consult with the new deputicn, who are to have direct charge of the enforcement, under Mr. Hub bard's direction, of the new steamboat Inspection law. Speaking of the new law Labor Commissioner Hubbard said: ''Judging from what ipvestlgation I have already made, and from reports that have come to me from various sources, I believe the new steamboat inspection act will be one of the most popular and useful Jaws enacted by the last legislature. It will include under Its provisions all gas boats under 15 grosa tons, and In this respect alone is badly needed, judging from frequent ac cidents that have happened to craft of this kind. I believe the law should go even .further than it does, and compel all-owners of sail and rowboats, when kept tivr hire, to equip them with at least two life preservers or life floats for every boat."
