Residents of east side high districts are anxious'.y wondering If a repetition of last summer's water famine In that quarter Is to be gone through with again during the coming hot weather. There has probably been no summer In thehlstory of Portland when there was as much actual suffering on account of the scarcity of water as during the months of July and August of last year. The entire east side plateau from the western slope of Mount Tabor to Ports mouth was frequently without even drinking water, while lawn sprinkling was not even attempted during the greater part of the hot season. Vernon, North Irvlngton, Montavllla and portions of Upper Alblna were the greatest sufferers, but on a number of tne warmest days there waa loud com plaint from all portions of the east side.
