THE OREGON DAILY JOURNAL. PORTLAND, . MONDAY EVENING, APRIL 1. 1807. ' , OPULATIOH IS 1101 200,000 ". Manager of City Directory De clares Private Census Would Prove Facts. MATERIAL GROWTH OF -PORTLAND EASILY SEEN . fr-dra, ;C9nm,jygyT.. OfertfalM and isuallv Indor-Estimates a City's Population, . Writes'..' Mr. Cliatoa im the Spectator. (Br 'Mra. Ella JT. Clinton, Portland manager of R. L Polk Co, publishers City Directory, In the Spectator.) In tha year 1(00, according to the established custom and In compliance with the law of the United . States, a federal ceous was taken of tha city of - Portland, and by-lta figures thai vera said to ba tO.itt people residing within the corporate llmlta of the city. According to thla aame census over C.000 people lived In the auburba Im mediately adjacent, namely, Mt Tabor, M on ta villa, etc All of these subrubs Since the year 1100 have been annexed to the city, which would make the cen sus figures' something over 7.004.' i It should be borne In mind before reading further In this article, that a federal census la made by entering on prepared blanks the name of every man, woman and child within the terri tory covered. The person must first zlat before his name can be entered, a that there la no opportunity for padded figures. There Is every op- j rortunlty , for .people to , be , missed, j Koomers, boarders, man who live at their offices and may be oat when the enumerator calls, -stay- eaatly be ana an many cases, have been known to be. missed by the enumerator. This Is a positive proof that a federal census never overstates the actual number of people. In a given community, bu rather that it la sure ta be below the actual number. ; How City lu Slews, t Seven years have passed since these fi it urea were put out to the world. At the time of their publication, the city directory, though claiming something over . 100.000 population, practically agreed with, them In lta eatlmate of pop v la tlon, - because It included names ... of persona living - In other suburbs not above mentioned. These seven years have been the most prosperous the city I has ever known. ; Fully double the num ber of buildings are In the city today than were here In 100. i Two thirda of the large office build ings have been erected since that time. The postofflce receipts for any given month are more than double what they were in the corresponding month of that year. , The number of births recorded in any given month la more than twice the number- tor-too corresponding month in 1900 The -number of children enumerated fn the school census thla year Is nearly double what It waa at that time. J The streetcar aystera haa more than five tlmea the length of tracks that It iVastHr' como.rl.on of out-,' put would show the same reaulta and yen spite of alrblawnd-mueh sac-re that might be-i said, an Impression has gone out that the city of Portland has increased but: 10,000 In these seven remarkable years of growth and pros perity. " " This Is not a boom city. Portland lias never had an Inflation which could collapse and leave the city prostrated, aa has happened to many other places; but, aa well aaaured aa we are of the solidity and substantial character of its growth, the Impression that we have added only 10,000 in seven years has been allowed to go broadcast through out the country, fostered by the indif ference of the business men of this city, and the Jealousy of ojher cities. ' Second Census eftiargwrted. . It haa been stated that Portland haa anywhere from 10J.000. aa gueeaed by the I'nited Statea census bureau, to 115,000, a a guessed by an Inadequate city cen There 1s but one way to deter- . . The famous I ease against John T. Qsynor snd Ben jamin D. Oreene, charged with con spiracy to defraud the government' which has been pending in the courts of the United States, Canada and Eng land for seven years, came up on appeal before the United Statea court of ap peals this, morning. The arguments were originally set for March f, but ' were poatponed at the request of Ma rion Erwln, United Statea district at torney for tha eastern Georgia district on tha ground that he had not had time properly to study the voluminous briefs of the defense, aggregating 478 pages, snd alleging Z00 errors. j At their trial In Savannah, Georgia, In January of last year, Oreene and Gaynor were adjudged guilty of eon-! splracy, embesslement and attempt to I defraud the government by presentlrig false claims In connection with their contract for harbor - Improvements at Savannah. The prosecution alleged that they had Induced the acceptance of their blda at a higher pries than conditions warranted. They- were sentenced to four years In prison at hard labor and to pay a Ana of 1575,000, Identical with the amount secured -b'y them from the government on the Savannah contracts. Bine their conviction Oreene and Gaynor have been confined In the Jail at Macon. Geor gia, pending the result of their appeal. Government officials express themselves as certain that the decision of the Sa vannah court will be sustained and the archthleves ba made to serve out their time In the penitentiary. - . Charges have been made that Greene and- Gaynor have been unduly favored by the officials in charge of the Georgia Jail, where they- are -now -eonnned. and these allegations led President Roose velt to Issue an order early this year to the effect that the men be given no special privileges not accorded to other prisoners. Prior to that time they were allowed almost absoluts liberty and It is said were often aeea at ball games and theatres. The original indictment -r- against Greene and Gaynor was returned at Savannah and the accused men fled to Canada as fugitives from Justice. They were returned to this country onry after a- hard-fought, legal-battle JUv the Canadian and English courts. DELTA CHI FRATERNITY , NATIONAL CONVENTION (Joumi Sperhl Service.) Washington. D. C.
