' During th years mentioned and prior
to the first named date the compilation
of tha law and the transcription of
th Journals was done In accordance
with the provision or concurrent -res
olution passed at" the ooncluslon of
the legislative assemblies. The fee
paid for the work were in line with
the additional emoluments received ty
various state officials for the perform
ance of certain duties.
Under the flat salary law, however.
when the maximum salary of each state
official waa fixed, the perqulaltea pre
viously enjoyed were annulled. Tha law
of 10 clearly sets forth that nelthor
the governor, the secretary of atate,
the state treasurer nor the attorney gen
eral shall receive any additional fee
for th services performed by virtu
of their respective offices. It pro

The law then fixes the salary of th
secretary of state at $4.00 per year,
