Masters' and Pilots' association as the
organisation la' conducted at present. It
Is reported that a number of oaptains
of vessels coming Into this port regu
larly are taking steps to form a mas
ters' association,' to include captains,
pilots and Irst officers holding masters'
licenses. The present associsttan was
looked upon with favor until steps were
taken to force steamship captains to pay
overtime to matea. It was the opinion
of a large number of captalna that tha
association had adopted labor union tao
tlos, which did not meet with tha ap
proval of the master and a majority of
