Residents on Raleigh Street
Fighting Effort of Northern '

Urged.
At the next meeting of the city coun
cil petition- will be ' preaented by 3.
Couch Flanders asking for the vaca
tion of Raleigh atreet from Twelfth to
Front street, a distance of nearly two
block. It Is said to be the dcalr of
the petitioner to secure the vacation of
the ground for the purpose of Including
lt In the terminal yarda of the Northern
Pacific railway, which owns the - ad
jacent property. ; 1 - -.- -
J. Couch Flanders appeared before The
atreet committee of the . city council
yesterday and aaked that the proceed
ings for the Improvement of Raleigh
street be held in abeyance by the city
council until after the vacation pro
ceedings had been settled, because he
aald it would be useless to improve a
portion of the street and charge the cost
to tba property owners If It was to be
immediately vacated. The proceedings
had been, started and the committee
could not stop them. - Mr. Flanders de
cided to present his petition for vaca
tion at the next- council meeting. - .
Residents on Raleigh street have been
trying for months to have the thorough
fare Improved. . It Is one of the main
arteries leading to the depot and if the
Street is1 vacated where desired it le
aid that many property owners will
be greatly discommoded. At the same
time lt Is said that it will turn travel,
which now goes down Raleigh street, to
Bavler street. Va-bout three months ago
property owners were instrumental In
getting the old streetcar rails In the
street 'removed and proceedings for a
gravel Improvement started. The eon
tract for the Improvement haa not been
let and the thoroughfare la la a de
plorable condition. ' -
When J. Couch Flanders asked for a
delsy In the improvement yesterday W.
M. Davis, a property owner on the ther.
oughfare, objected oa the ground that It
waa aa Immediate necessity that the
street should be Improved. He said that
property owner- on the ' street- would
never consent to the vacation aa pro
poned. ."
"We will never permit this street te
be vacated if we can prevent It," aald
Davis' today. "Fifteenth and Sixteenth
streets are already closed and Raleigh
street , Is now ths only - avenue by
which many of the residents reach the
depot v .. 'i.:.' -..-,
"The charter also provides that when
ever a street la vacated the ground re
verts to the adjacent property. The
property adjacent to the portion of
Raleigh etreet belongs to tlte railway
company, and the ground would revert
to the company tor nothing- Thla land
la valuable. They could not purchase
it In the open market for 168,000, yet
they desire It to be given them for
nothing. '-..."' '
"We people In that neighborhood will
be on hand to make a determined pro
teat agalnat any action the council may
take to vacate the property, because It
will work a hardship on us; besides It
will be giving away the streets which
belong to the city." ..'. ,
