Several shippers have en couraged the proposal, holding that there are not enough boats engaged In the ooAst trade to handle the growing trafflo with Any degree of regularity. The weather bureau's telegraph cable between Flavel and Fort Canby, de signed to give the PortlAnd office di rect connection with North Heed, will be in operation within 10 days. J. H. Robinson, chief of the telegraph division of the weather bureau. Arrived from Washington this morning to carry out this important project, and has been In consultation with District Forecaster Baals during most of Che day. The government recently appropriat ed $12,000 for the cable In question, and the contract for its construction was awarded the Bishop Gutta Percha com pany of New York. ' That concern also contracted to perform the labor inci dental to the laying of the cable. Chief Robinson has worked Incessantly for the early discharge of the work, and was gratified to learn on August 12 that the cable had been shipped to this city, ac companied by experts. It will arrive this Afternoon, if all goes well, and within 24 hours Chief Robinson will be out In a lifeboat sounding the course to be followed. The cable which, is one of the very best known to manufacturera, will fill a long-felt want in the Portland office. It will make possible earlier reports on vessels entering or leaving the mouth of the river. Until now the only menus of communication, the telephone, has been subject to frequent Interruptions. Chief Robinson is one of the oldest officials In the service of the govern ment weather department H has been in the service, in fact, since it was es tablished in 1870. He regards this Im provement of the greatest Importance, especially to shipping Interests. "I am thsnkful for one thing," he remarked; '"to lay this cable will not be as difficult as It might be In some other sections. Inasmuch as I have walked over every foot of ground that it is to traverse." "And when was thisT" "Before the war, air before the war." DOCK HEEDS Contractors haye been considerably hampered At the drydock during the past few days on sccount of a shortage of labor. Several vessels have been put on the dock lately, and It Is saM that they have had to remain there much longer than necessary. In reality, It is explained, the new drydock has opened A new Avenue for skilled labor t PortlAnd, and in time it Is believed that there will be no further necessity for the delays. It has created A demand for caulkers. Heretofore there have been not more than two or three caulk ers In the city.
