Oregon State Teachers' association Is a

tory-of the Oregon Teachers Institute

the higher efficiency of our publlo school

"Resolved, That tha department or
education of the Oregon State Teachers'
association lndoraes trie present move
ment toward raising .the scholarship re
quirements of teachers In all grades of
public school work In the state, and In
particular we recommend, aa soon as it
shsll be practicable, auch legislative
action' as shall require of all applicants
for teachers certincates two years' work
