"This is on Of the most flagrant
eases of Inhuman treatment that nan
ver been called to the attention of the
county, (eourt bo far as my-knowledge
extends. There. Is no doubt that- the
police could bring credit upon them
selves by seeing that the guilty persons
are brought to Justice. As regards the
Occidental hotel, It appears to be only
one of those numerous1 establishments
In the city where such things are pos
lble. The license of the hotel should
be revoked. . By taking vigorous action
in this Instance other places of this
character would perhaps learn a lesson
and be mare careful of what 1b permitted
to occur in the future.".
These are the words of Jay H. Upton,
deputy clerk of the county court, .who
conducted the examination of Louise
Bernard as to her mental condition to
day in the absence of U R. Webster,
the county Judge. The petition that the
girl be sent to an asylum for. the insane
was signed this morning in the county
court by Detective H. H. Hawley of the
Boys' and Girls' ,AId society. The ex
amination was made by Dr. S. C. Bio
cum and Dr. fianford Whiting. , The girl
was' adjudged mentally weak and or
dered sent to galem Waldemar Be ton, 1
Justice of the peace for the East Port
land district, signed the order of com
mitment. y
Louise Bernard Is a country girl who
came to this city a few days ago and
was inveigled into the Occidental hotel
by eight men, where she was subjected
to treatment that resulted in her losing
her reason. The girl was never of strong
mind, and the authorities are vehement
in their denunciation of the creatures
Who would take advantage of such a
tterson. Detective Hawley is now en
gaged in a search for them, but they are
believed either to have left the city or
gone into hiding. The girl is unable to
render much assistance, and her story,
as given the examining physicians, was
rambling and incoherent in detail as re-
s-ards names and descriptions.

upon to give a correct statement, I fear
that the men who so cruelly mistreated
her in the Occidental hotel will never
be brought to Justice," said Detective
Hawley. "I did my best to locate them,
but have not met with success, as they
undoubtedly learned of my efforts and
either left the city or are keeping in
hiding, c But men who will take advan
tags of a poor, feeble-minded creature
like this girl Should be banged." .
Louise Bernard, 18 years of age, was
rescued from a room in the Occidental
hotel Tuesday afternoon by Detective
Hawley. She had arrived from her home
in Prlneville but a few days previously.
The first mobilization of militia ani
regulars held in the northwest will
occur next summer when the troops of
Washington, Oregon and Idaho, regular
and guardsmen, will be brought into
one big camp and trained together for
a week, or ten days.
This mobilization was decided on
after a consultation between Gen. Fred
erick Funston, commanding the depart
ment of the Columbia, and the adjutant-
generals of : Oregon and Washington.
There will be about 6,000 men in camp.
and all the. regular soldiers in the de
partment, except those in Alaska, wm
participate.'
The place of this meeting has not
been decided oh, and most of the de
tails have not been determined, as the
general plan was adopted only last
Wednesday, but it is probable that
American Lake will be - the r camping
ground. This Is the department artil
lery range, and is a. model camping
place. The report concerning the camp
being held in Idaho is declared Dy au
Jutant-General Finzer to be without
foundation. The time of the mobilisa
tion has not been fixed, but it will be
held in July or August - These mobili
sations have been held annually in tit
east since the general order adopted br
the war department some years ago ad
vising that " militia and regulars hold
their encampments together, but until
this year the department of the Colum
bia and the guardsmen of the tnree
states have had separate camps
HARKNESS REMANDED
TO A HIGHER COURT

Judge, Hogue therefore held Harkness
to the grand Jury in the sum. of $1,000
bonds, in lieu of which the prisoner
was remanded to the county Jail. '
Harkness was arrested Wednesday
night by Detectives Kerrigan -and Snow.
He was suepecfted of , having robbed
Staack of a gold watcn, in a norm emi
saloon, and now admits that he did. .

While taking tn the north end "of
Portland by electrio light last night, H.
Shoter, who halls from Wisconsin, was
robbed of Sl in go! and silver coin
He reported the matter to the police
Immediately after he discoverea nis
loss. - and today Detectives Day and
Welner have been at work on the case.
Shoter is very reticent, and will not
ven disclose much of his history to the
- officers.- He admits that he has a wife
and family in Wisconsin, and that he is
in business in some city there. , ceyona
that, he refuses to talk. :
It has been learned by the detectives
that the robbery took place in the New
Grand Central hotel, corner ot Third and
Flanders streets. Suspicions point to
nartles known to have been in the ho
tel last night One woman is said to
' have admitted that she knew Shoter had
a large sum of . money with him. Ar
rests are expected late this afternoon,
sinless those under suspicion are able to
explain away their connection with the

Shoter is a fine appearing man, tall
nd stately, and wears good clothes.
He has the air of a man in gooa circum
stances. He is anxious to get his money
back, but does not want to take the
trouble to prosecute any one, it , is

IN WAKEFIELD CASE
A demurrer was filed In v the state
circuit court this morning by Attorney
w K Rareent. representing Christina
and Guy Wakefield, to the complaint of
the Fraternal uraer oi tiome Buyers,
which seeks to . reinstate a . mortgage
neurit?- on a oromlssory note
for 11.600. An investigation discloses
that while the record shows the mort
gage w canceled it was . again re
corded. It is alleged that the cancella
tion was made on account of, errors in
the original mortgage. George W. Jo
seph, attorney for the order, is of the
opinion that the original record was
canceled and the new one made so that
Wakefield could get possession or the In
Strament itself.

School boards in various parts of the
country have violated a common sen
timent by discouraging marriage. They
hare ruled that the woman teacher who
marries forfaits her position. Thus a
teacher competent and experienced must
embrace sptnsterhood or abandon her
profession. Manifestly, such a ruling is
an absurdity. I
Mrs. Kate 'Murphy deserves i public
commendation for winning a victory for
herself and others. Because of her
marriage she was dropped from the
rolls as a- teacher In Broklyn. Certain
that such an Injustice would not be sus
tained, she took the matter into court
The final decision of the court ef ap
peals is in effect that the board, has no
right to remove a teacher without due
cause and trial.
Doubtless the teacher who becomes a
bride and continues at her vocation
looks forward to the tinje when she may
retire to a life wholly" domestic. But
I while she performs her scnool duties
well no board has the right to deprive
the community of the benefits of her
experience as a teacher. ;

Weleer, Ida.. March IS. In the district
court this morning Charles Crawford
and Peter Christensen were sentenced
to the penitentiary by Judge G. H. Stew
art Crawford was convicted, of grand
larceny for Stealing $29 from a compan
ion, and Christensen for selling sheep
belonging to his employer to Greek sec-
, tlon-men. Crawford was sentenced for
two years, and Christensen to one year.
There are now three men in the -Wash-
. ington . county , Jail under sentence . to
the penitentiary. They will profiably
be taken, to Boise tomorrow.
