Portland, Oregon, deems it expedient and pro
poses to Improve Holladay avenue from the
west end bf Holladay avenue to the east line
of East First street, ln tba following manner.

office of the Auditor of the City of Portland ou
the 24th day ot February, 1904, Indorsed:
"City Engineer's plan and specifications tot
the Improvement of Holladay avenue from the
west end of llotlsdiy avenue to the east Une
of East First street, and tbe estimates of the
work to be. done and tbe probable total coat
thereof. "
The cost of said improvement to be aaaessed
as provided by the City Charter upon the
property specially benefited thereby and which
Is hereby d.-elared to be all the lots, parts of

Tba above Improvement ahall be classed as a
tone block pavement and shall bo maintained
by tbe elty for a period of 25 years; provided,
that tbe owuers of a msjorlty of the property
benefited by said Improvement or any portion
thereof shall not petition for a new or differ
ent Improvement before the expiration of such
The plans, specifications and estimates of ths

Resolved, That the Auditor of the City of
