Philippines In American vessels becomes a law. There are not 'enough American uhlps to handle the business. The result will be. an increase of rates, maybe 12 or moie a ton, and the producer will receive just that much less for his pro duct.. Trade will be diverted to British , Columbia. Australia and other foreign countries. The trouble is American whip owners are not willing to carry freight as cheaply as those of 6ther countries. The Krye bill gives tnem a monopoly and then they can charge such rates as thoy please. Extending the time to Januarj 1. 1W0&, will not help the natter. Even If there should be an. in crease in the number of American ves eia as a result of this law there cannot be many vessels built In that time, not enough to afford any relief. Everything will be lost and there is nothing to 'gain Uy adopting this measure. The Pacific oh st in particular .will suffer, though the whole country will be affected. State Chairman Charles G. Heifner, who Is domiciled temporarily at Salt Lake, has .written members of the state committee and , prominent Democratic leaders for "their opinion about the advisability of a change. The idea In making the change is to have the Washington state convention neia Deroretne other state conventions; of the northwest; to have Judge Tur ner's candidacy launched formally, by the Indorsement of his home state, and then to ask .the other states to fall in line. It is feared that several state conventions will be held before June X and they would hardly be- expected 'to Indorse Judge.' Turner so long as his own state had not yet done so. In the circular letter which Chairman Heifner has gent out. he says that many eastern leaders of the party are favor able to Judge Turner's nomination. Mr. Heifner has evidently - consulted with Judge Turner himself, for he says the latter is in receipt of a large number of letters from ' well known Democratic . leaders pledging him their support Following the receipt of alt the replies it is generally believed that the Demo cratic state executive committee will or der the , date , changed, as indicated. The convention is called to meet in Olympta, and it Is not likely that the llace will be changed. President Roosevelt sent a letter in which he says, "none of our internal Questions are of greater moment to our future than that of irri gation."
