they must register now in order to Vote
then," are both untrue..
Twelve prisoners were registered Mon
day, February 8, They were taken from
the jail to the. county 'Clerk's office in
custody of one of the chain .gang guards.
Two of the 12 Willlum Howard and T.
W. Harris are serving sentences of. one
year, and will not b, rree until after
the presidential election is past. ; Both
of these '."men t are thieves ; Howard's
tenth will egpire January 2V"106V and
Harris will be In jail until' November
27, 1904. Neither of them will be at
1 i berty to '-vote - at the November leo-
tlon.
Frank Dunn; another of the prisoners,
whose name was placed on the registra
tion1 books, is a minor, 18 years of age,
and will be taken to the reform school
this week, there to' remain, until he Is

Of the remaining nine prisoners regis

John C. Fabrlcus, who stole a com
munion service from a church, will be
out of jail May 3, It days before tne

Three other thieves, Harry Walker,
E. W. James and R. E. Dowell, will be
liberated, respectively, April 13, Febru
ary 25 and May 1. All of them could
have registered, without the . sheriff's
intervention, In time' to vote.
, A Gannon, who Is servwtr. a 90-days"
sentence for assault, will be at liberty
April 13, in time to register and vote. '
f 6nly four of the 13 prisoners : who
were registered will be In jail after the
period of registration ' expires. Thanks
to the sheriff, the, names or this quar
tet of criminals appear on the registra
tion rolls, and they have a prima facie

dence, all of the 12 prisoners registered

Sheriff Storey. attempts to cast the re
sponsibility for the registration of the
prisoners upon a subordinate. He makes
Jailer Jackson - the acapegoat and ex
peels the public to believe that Jackson
acted without orders and without the
knowledge of bis chief. ; The sheriff 4s
quoted as saying: . r. '
"I did hot know that the men were
registered... -Mr. Jackson, the jailer, al
lowed them to go upstairs two or three
at a time, and register. He did not see
any reason why they should no do so."
. . Storey is making a desperate fight to
force the Mitchell machine to renomi
nate him, in the event of its success at
the primaries. He has placed the patron
age of his office at the disposal of Judge
Carey, and is now bending his energies
to the election of delegates to the county
convention, who Will support him. The
courthouse precinct is one of those
which Storey has expected to carry, and
the votes of tha 12 county prisoners

Attorney Blandford was a brother of
S. M. Blandford, who was burled here
last Friday. Mr. Blandford returned to
Walla Walla Saturday . night He is
prominent In the Democratic politics of
Walla Walla county and the state of
Washlngon, and has been, city attorney
of his home town for aeveral years.

"Portland has some of the worst pave
ments I ever saw." ; The city of Walla
Walla Is looking for some good pave
ments lor its streets, but rrom the re
marks Of its attorney, H. S. Blandford,
this town's boulevards would never do
at all.
"Walla Walla," continued Attorney
Blandford, after his statement regard
ing Portland's streets, "is rich. It has
a wealthy country back of it, but it is
in dire need of good, strong pavements,
capable of withstanding' heavy traffic,
and it wants the best.
' "The Garden City , does not care to
indulge in any experiments. If possible
it intends to profit by the example Of
others, and when a pavement Is decided
upon it must go down to stay, - I have
consulted with City Engineer Elliott
as to the probable cost of various kinds
f pavements, and I have driven over
several of the streets. -. The vitrified
brick pavements - here are ' undesirable
on account of their roughness, most of
the asphalt is wretched, the six by six
planking Is simply abominable and the
'Belgian blocks are too expensive."
. Walla Walla has a population esti
mated at from 14,000 to 15,000, and has
12 miles of streets. - Mr. Blandford
stated that between five and ten railed
of streets were to be paved.
"From May 1 to the last of October."

sprinkle the streets. About 27 miles
are covered 'dally, and as no street is
less than 80 feet wide, and from that
to 100, you see the expense is tremen
dous. Fully 500,000 gallons of water a
day are sprinkled on tha streets.
"Walla Walla Is preeminently an ag
ricultural town,' and for about nine
months of the year its streets are sub
jected to the heaviest possible traffic
heavy -wagons, with narrow tires. The
problem of paving the city . depends
largely upon the powers of resistance
of hard-surface pavements. -
' "In the winter time, when it freexes
it has not done so this winter we have
the finest roads 'in the country.. But
when it doesn't freeze the streets are
; seas of mud and almost Impassable, in
summer during the dry seuson the ques
tion is what kind of a pavement out
side of solid rock can withstand the
enormous traffic? The town is the wheal
center of the Inland Entire, and there
is an endless procession of big-narrow
. tired wagons, many of them carrying
iuu sacaa to tne load, passing through
the place. I have-examined Portland
streets and find that this city does not
have the heavy traffic from the coun
try except on the outskirts. But In
Walla Walla the traves is through tho
entire town. If we were to Improve ono
of the best streets It would be no time
until all this traffic would change to It
ana oefore we realized It the street
would be the worst In the city.
The city government under Mayor
; Gilbert Hunt is cooperating with the
Commercial club, under the leadership
of Chairman H. H. Turner, and all busi
ness men are anxious lor some one to
olve the matter! for them.
"At Second and Main streets, in Walla
Walla, a-space of 80 uy jtOO feet, Jhe
traffic during the year Is a heavy as
any like spot in the United States.
Over 500,000 bushels of wheat cross
and recross this square every 12 months,
besides countless loads of garden pro
duce, heavy farm machinery and the
ordinary traffic of a busy town.
"The city is amply able to pay for
the best and the people are studying the
experience of other towns, but the ques
tion should be solved at once."
Mr. Blandford paid a high compliment
to the educational institutions of Walla
Walla,' declaring that they are among
ft he best of any town of the site in the

rollege, an Adventlst school at College
1'lace, St. Paul's .Episcopal school for
a Iris, two Catholic schvuta and a bust
a college," he said, "are the private
Institutions. A new brick and stom
high school has just been completed at
a coat of 185,000. Besides mat, we nav
tour other public . schools, all three
Oskar Huber, director of works of the
Lewis and. Clark Centennial exposition,
is preparing a design for an electric
clock with dials 60 feet in diameter,
suspended in the air 800 , feet . above
the ground, and held in place by a sta
tionary balloon. The dials and the fig
ures will be illuminated at night by
electricity and it will be possible to no
tice the time from any part of the fair
grounds. He says:
"I am also working on the plans for
an electric tower 800 feet in height to
be used, fori searchlight effects. .This
tower is to be octagonal in design, and
the lines will be similar to those of the
Eiffel tower in Paris. The cost of the
tower will be about 88,000, and I have
not yet figured out 'the cost of the elec
tric clock and balloon, so that I could
give even an approximate estimate. I
m also working on a design for a huge
Chinese junk resting on plies. In the lake.
This junk is intended for use as a sum
mer garden and restaurant concession..
