THE OREGON DAILY JOITRNAL, PORTLAND, THURSDAY EYEyiKQ, ' JAKUART 28. 1904. 10 TO BRING IIS W CLOSER TOUCH Bznsioir or COKSTITXmOir 07 PESEBATED TRADES COUHCTIi ABOUT COMPLETED PROVIDES ro Apponmmre or gkiet- ' AHTCE COMMITTEES. In a. short time the work of Reorgan izing the Federated Trades , Council, which has been In pi-ogress for the past six weeks, will be completed. The re vision of the constitution has taken up i most of the time, and when given the finishing touches it will be entirely dif ferent irom the old Instrument. Under tho new organisation," says it A. Duke Of the cigarmakers' union. "'grievance committees will be appointed from tho various sections of the Keder ated Trades Council to fettle differences which may arise with employers. On thoso committee there will be water- front representatives, "men from the -allied printing trades, from the build ing trades and from every other section of organised labor. It will then not be - necessary, As it oftentimes transpires under the present organization, to send a printer or cigarmaker out on a mission to adjust difficulties between the car penters, for Instance, and the Master Builder association. SVe Will send men who understand the nature of the work and who can talk Intelligently on tha subject. ' "That has been one of the weak points "of1 the W constitution. Under it we had a standing grievance committee of : three, men and an arbitration commit-; tee of-Ave. They were empowered to settle .all grievances which came up. As a result many of them knew abso lutely nothing about the work they went out to investigate. The average printer knows nothing about loading a hip, and usually plumbers are hot. very familiar, with the art of rolling cigars. - employers in that line and impress upon their; minds any good reasons why the demands of their employes should be granted., . . . . .. J. ;.;'' Now each trade will "be represented on th'cs(e committees, and much better re sults are likely to follow. The unions have been just as niuch opposed to the old system as some of the employers were, but the' constitution provided for only that way of doing things. The new constitution and plan will give far, bet ter satisfaction air around, and the various trades will be brought into closer touch than ever before." - . DEMOCRATS PLAN TO SUPPORT TURNER Spokane, Wasli., JanTJS. Th"eDemoi crats of Washington are planning to support George Turner for v.ice-presl- dent The candidacy of Judge Turner has passed "the speculative stage and bids fair to become active and aggres sive. Judge Turner himself has neither encouraged nor discouraged the sugges tion of his name for second place on the national ticket, and his friends believe that if a stiff movement in his behalf is inaugurated he will consent to being a candidate. - Following the suggestion of. Judge Turner's name by Senator Fred T. Dubois of Idaho. Judge Turner i, received numerous letters from promi- : rent Democrats throughout the United States, including many of his former colleagues in the United States senate, t expressing the hope that he would be come a candidate, and ' pledging him their support. These letters have not, of course, been made- public, but their receipt is -known to Judge Turner's friends, and has created much hope that he can secure the nomination. If it , is decided i to use Judge Turner's name, a systematic movement will be made In his behalf. The promoters of his boom will not rest content with the securing for him the support of Wash ington and the two adjoining states of Oregon and Idaho, but will endeavor to line up the entire Pacific coast, and par ticularly the states like Montana, Colo rado, Utah, Nevada, California, Wyo ming and Nebraska, where the Bryan Jintlmejitjwas .strona-jn 1896. ; State Democratic leaders recognize . that, in all probability, the next Demo cratic nominee will be a man in sympa :' thy with the eastern wing of the party. . They hope to take advantage of a sen timent in favor of conceding the vice presidential candidate to the Bryan or i western wing of the party, to secure tho nomination of Judge Turner. They figure that his hjgh standing and his wide acquaintance with party leaders throughout the , nation, and particu larly the Democratic senators and rep resentatives, will give him a great deal of prestige. The local leaders of the party are practically unanimous - in ' favor of the Turner movement Ad - miration for Judge Turner personally, and a belief that his nomination would , strengthen the party locally, are the two elements which constitute their en thusiasm. The more exuberant of them claim that his nomination would give .Washington the Democratic national ticket while the more conservative of them figure that his nomination would head off what threatens to be a, wild . Roosevelt stampede In the West Judge Turner will make a trip to the national , capital next month, and after he talks to party leaders there, he will probably -know definitely whether he will' be a candidate. He has declined thus far ' to make any statement for publication. TELL PBOM 8TEAKXB SEC. . Kalama. Wash... Jan. 28.
