mer of South Carolina mads a speech
.today In advocacy of his bill creating
'the bureau of highways and carrying an
v appropriation of 124,000,000. He said
this amount should be divided equally
between the states and territories ac
' cording to their population, the mlnl
; mum allotment being a quarter of, a
million to any state having less than
three-quarters of a million inhabitants.
' The bill further provides that any state
or territory , receiving ( such a benefit
'must contribute dollar for dollar from
her own treasury. The senator placed
the surplus in the government treasury
at $268,000,000, which he declared really
"" belongs to' the" people. He declared It
to be wrong to hoard the people's money.
He said It was not necessary to meet
, 'the public debt before i07' and all cur
" rent expenses had been provided for.
r He contended better roads were a na
' tional necessity, therefore a proper ob-

ident of St. Helena, Cal., and at the date
of the burglary was a guest with E. H.

. the house on the night of the burglary.
She testified that she saw . defendant
Kennedy on the night of the robbery "as
sure as anybody could be." She was
first made aware of the presence of an
intruder by the odor of chloroform. She
. called to her hostess, sleeping In an ad-
