Storey v has filed .with the county board a, petition asking for the -construction of two steel cells -in the -county JalU The request is based upon the well-known fact that the accommo - dations in th jail are inadequate and the cells now In use are of antiquated construction. The sheriff has therefore a. very plausible ground for bis petition, . though, it might with propriety have ' have, been presented when he entered upon his office, rather than at a time when his term 3s approaching its close. - It is said that the cost of the two steel ctils would approximate. 110,000. But there are unkind people who have a habit of looking for an ulterior mo-tlve-whenever Sheriff 8toreyhas one of , his intermittent attacks of seal for the Interests of the public, arid they profess to see in his petition to the county board a characteristic attempt to play ; politics In his own behalf. ; . i Y Storey's Political Forecast - - Storey is beginning to realise that he will have a desperately hard fight to se cure a renomlnation from the Mitchell faction, in case that wing. of the Repub lican party is successful at the coming primaries, and of course lie has nothing to hope for from the Simon Republi " cans. He has accordingly been busily engaged for some time past, in mending his fences and llning-up political up- port It was a keen disappointment to ' Lira when H. C. Smith refused to take the place pt chief deputy sheriff, made .vacant by thei.removal of James Btott, for he had counted upon Smith to bring him strong support. -The place was linally given to Harvey Moreland In the expectation that his father, Judge More land, would be able to swing votes to Storey when the county convention meets. ' But the sheriff's prospects are still far from flattering and the-story now told is that a little bird whimpered to him a few weeks ago that If he wanted V the support of the Mitchell, machine be must do something for the people who assist' in keeping it running. One of these people is C W. Hodson, member of the legislature chairman of the Multnomah delegation, , one-time civil service commissioner . of the city of Portland and at all times one of the most useful and most trusted of the henchmeu of Jack Matthews. It also happens that Mr. Hodson is agent for an eastern concern that manufactures vaults, steel cells and similar expensive '-" trinkets. - '". ; ' ...... Hodson's Chance. Whether with or without - external aid, the idea penetrated Mr. Storey's brain that If he could induce the county ' board to authorize a handsome expendl- ture for new steel cells for -the county - jail, there would be a fine chance for Hodson to get the contract, which would undoubtedly yield Jiim a handsome com mission. Hodson would of course be grateful enough to lend his assistance to Storey's campaign for a renomlnation and everything would be lovely. Another feature uf the plan, and one which commended it strongly to the sheriff, was that a request for such. Im provements in the Jail might serve to .divert public attention from the extreme laxity with which the ' prisoners have been guarded during Storey's regime. The list of escapes is long, and the sheriff has sometimes found it exceed- ingly embarrassing to find excuses for the ease with Which his prisoners have clipped through his lingers. He has air ' ways refused to provide an assistant for the jailer, Jackson, and the latter has more to do than any one man can ' handle. . Sheriff Storey Is strikingly like an OBtrich in his political maneuvers, and always imagines that when his head is hidden his whole body iir out of sight. He presumed that It would be easy to fool the public, and to create the im pression that he was acting only from the most disinterested motives. The only thing necessary . was to hav the ' matter presented In the right light, and as the medium to accomplish this end lie naturally selected the afternoon edl- ' tion of the Oregonian, which Is always the eonUdant of his plans when he is ranging the country In pursuit of elu- ' sive criminals and always the sympa thizer in his failures. " The TOregonlarC Jr., promptly pub ' llshed in its editorial columns a vehe- ment demand that the' county board should comply with the sheriff's re quest for new steel cells, and denounced ' the board in unmeasured terms for the ' . present condition of the jail. It Is of course notorious that the sheriff is the legal custodian of the jail and It is equally notorious that he makes exorbitant profits from the feeding of the. prisoners entrusted to his keeping, so that he could easily employ addl- j tlonal jailers, but these facts received! no notice from the Telegram. , i , Such is the story that is told about " the court house concerning the sheriff's ; latest poltilcal movt. His petition Is before the county board and has not yet been acted upon. While It Is im possible to forecast the action that the board will take, it seems safe to say; that it will not be the means of pulling Sheriff Storey's chestnuts out of the tire. The members of the board fully . realize that the Jail is. antiquated and , probably unsafe, but the sheriff's recom '' mendatlon are looked upon with sus picion. . . ' V.' LITTLE MISTAKES. ': A, clergyman was approached by a member of bis flock after' church ser vice one day. . "I've brought my boy's likeness, sir, as you said you'd like to have it," said the parishioner, producing it. "How awfully good of you,M.rhap- ' sodized the clergyman. "What a cap ital likeness! How is he?' The father antfwered: TVhy, sir, don't you re member? He's dead." The clergyman V blushed and stammered: "Oh, yes, of course, I know that. I mean how's the man who took the photograph?" : , Lord John Russell, when British . prime minister many years ago, made ' the acquaintance of the late earl of Stair, then Lord Dalrymple, at a coun try house and was . immensely taken with his amiable manners. "I am very ; plea Bed to have made your acquaint ance," be said, shaking him warmly by the hand. "Toil must come Into the house of commons and support me there." "I have been doing that for the last 10 years," was the quiet rejoinder. During some recent army maneuvers , at Fort Mcpherson a sentinel was sta tioned in the road. A farmer came along and tils horse, .unaccustomed to the sight, bolted and upset the soldier. After going a short distance the farmer managed to pull up and then, turning to the, soldier, indignantly . exclaimed; "Why the mischief don't you get put of the rodT" "Good Lord!" exclaimed the dlnheveled warrior; ''you ain't coming tack, are youf CHURCH CHOIR IS ON A BIG STRIKE (Jour ail Special Service.) , " Spokane, Wash., Jan. 12. The choir of the First Methodist -Episcopal church, South, of Spokane has gone on a strike, and as 'a result the musical portion of the. services are badly curtailed. The opposition of Rev. John H. Dills, pastor of the church, and the board of trustees, to the members of the choir attending dances was the cause of the row. - Rev, Dills' side of the story is as follows: "Several members of the choir have been attendlHg daBeerTeeentlyand last week the trustees and myself conferred about the matter. . The result was that we sent one, of the trustees to the or ganist to talk about It with her.- She said she would call the choir together and see what the members thought of it. We didn't hear from them again, but they failed to put in ' an- appearance Sunday, and we took it that hey had re signed. The trustees and myself do not approve of the -members of the choir attending' dances.",':. The dances which roused, the Ire of Pastor Dills, it would seem, were two dances given by the North Side Athletic club of this city. Friends of the choir say that week before last a dance was given ana lstor'-DllItrtBeTrBtfttedrtS'a member of the choir that be did not ap prove of them.. Notwithstanding his ob jections, members of the choir attended the next dance that was held. Not con tent with, calling the trustees together, Mr. Dills made remarks to members of. his church to the effect that if the choir members did not quit attending dances he would not only prevents them - from singing In the choir, but from taking any part in the services in any "way. Mr. Dills, it la claimed, has never been very friendly to the athletic club, while several, who attend' .the church are members of it. The resignation of the. choir has caused considerable of a sen sation in church circles. Rev. Mr. Dills recently gained local fame by barring a little colored girl out of the Sunday school of his church. Mrs. H. M. Cockrell. the leader of the choir, says that her choristers are not so much air a strike as they are locked out by The pastor andthe board of stew-J ards. She says: . 'Many of us are not members of the church and some are not even professing Christians, but we have been serving without remuneration 1 for over two years. We have volunteered our , serv ices to help the church. The girls have all been brought up in Christian homes, and not. one of them ever attended a public dance. Their parents do not ob ject to a social dance. All the dances that they have attended were invitation affairs, and only young men of their own set were present . Several times we have entertainments to help the church when they were raising funds. They seemed to appreciate our work then." . . Wants Big Salary. M. I'D.' Wisdom of Portland may not manage Spokane's interstate fair next fall after all. The position has been tendered him, but he has asked for a salary of $3,000 for the season, and thU Is too steep for the management H. O. Stimmel and John L, 8mlth will confer with Wisdom when they attend the meeting of fair managers to be held In Portland on January IS. An association called Tong-Hak repre senting both Japanese and Chinese in fluences In favor of. Independence, In cited the people of the Southern prov ince of Choi-La to rebel against their oppressors. A force of 1,000 sent against the Insurgents in May, 1894, would not flght, and, as - the rebellion spread into other districts, the Korean emperor, LI HI, at the suggestion of Tuan-Shl-Kai, then the Chinese resident at Seoul, and now viceroy of Pe-chl-Li and commander-in-chief of the Chinese army and navy, called upon the Chinese govern ment fer aid. Ll-Hung-Chang . sent a force . of 1,000 men Into Korea.' . Japan protested against this as a vio lation of the treaty between China and Japan signed at Tlen-tsin in 188S, which provided that both countries should withdraw their troops stationed In Ko rea, and that in case intervention there became necessary In , the future, each power should give notice In writing to the other, should withdraw the troops Immediately order was restored and should -notfurther station them In Korea.
