Gives Away His Wares in the Spokane Traiq
: Posisible Explanation of Unsigned Request to
Hold Regular Boy, Who Explains

Before the Spokane train arrived this
morning Officer Wilson,:; on; the depot
beat, received an anonymous telegram
from Umatilla asking him ; to arrest
the newsboy on the train on the charge
of stealing $50 and a gold watch from
the sender of the telegram. As the in
formation was not signed,, Mr, , Wilson
merely notified the boy when he arrived
to stay in the news agent's room until
the telegram had been farther explained.
The telegram aid that the sender would
arrive on the morning train from 'Uma
tilla to prosecute the case.. f ;
The morning tram arrived from the
Eastr but it bore no prosecutor- nor any
further word.i Officer Wilson telephoned
to headquarters and was ordered to let
the boy go, which he did. The train
newsboy told his story thus: ' .--'!
"I made a big sale to those fellows,
There were five, of them and they
boarded 'the . train at Spokane. ,
"I'm a rough rider,' yelled one when
hi hit the . smoker. ,
'"Me, too,' said another and the rest

In view of the several fatal accidents
thai have recently resulted on account
of the poor gangways connecting docks
and vessels the shipping men have de
clared themselves rather, vigorously in
favor of having an ordinance passed
covering the subject Such an ordinance
was passed by "the council on December
16, and Harbormaster Ben Blglln says
it is now in full force and effect. J
"It provides for suitable gangways
and nets," he said, "and two of the ships
have already complied with the ordi
nance.. Others are preparing -to make
the needed requirements." "
"Nearly every ; season,' says F. -,-C.
Hagerman of the firm of Charles Beebe
& Co., shlpchandlers, "as a result of poor,
gangways and no lights, there are us
ually about It or 15 fatal accidents in
the harbor. Some of the bodies remain
inthe river and are not recovered until
the ships to which they belonged have
sailed. Then the city has to bear the
expense of burying .them. - With . the
improvements made which are , advo
cated there -would be no instances, ot
this kind. By lessening the number of
accidents which occur in .the harbor
would add greatly to the name ot Port
land as a -shipping port. . The shipowners-would
make no objections to
such an - ordinance. They' come from
countries where he same rules of care
are exercised to guara against aii mis
haps. ? In fact they expect such regu
lations almost everywhere their ships
go. If the members of the city council
were thoroughly familiar with the sit
uation they would not hesitate an in
stant in taking action or this question.'
'"The ordinance does not go far
enough," said ,A. Tucker, manager of the
shipping firm of Meyer, Wilson & c;o,
"The owners of the dock at which a
ship Is lying should be made to keep a
light burning in the vicinity or tne
gangplank. The ordinance is made
quate in making no provisions ot this
kind, although it Is far better than none
at all.".. -

Mrs, John O. Carlisle ; have - recently
moved from Washington square into
their new home in Gramercy Parlt.
There they live with their daughter-in-law,
granddaughters and grandsons.
Miss Jane Carlisle, eldest granddaughter,
Is a charming girl, who will be formally
Introduced to society next season.
The Carlisle home is substantial and
spacious. Iong drawing-rooms, richly
furnished, open by sliding doors Into
the dining-room. ; Mrs. Carlisle's den, as
she calls it. Is on the second floor, with
Its desk and books; also her boudoir,
with blue and white and gold as the
Predominating colors. . Back of this is
a bed-room, and further on the library.

' An Interesting piece of furniture is a
chair which Mrs., Carlisle calls her
"throne." It was presented to her when
Mr. Carlisle was speaker of the house
and when she was the hostess at many
state and national social functions. In
this chair, made unusually high, Mra
Carlisle receives her guests.
"I sometimes think I am the busiest
woman In tbe world." said Mrs. Carlisle
to a World reporter. "I never have s
minute to myself. If I am not engaged
with -my ; own affairs I am with some
other people's -et their own request,
understand tne. I go out a great deal,
but not to the lushing extent of New
Torkers. I like New Tork and have
some delightful friends here, but the
place has . Its drawbacks socially the
distances are io great and the various
circles of soeWty so large that there can
be but few of those pleasant Intimacies
which charactt rise a smaller town."

About the time they got settled In the
car one of them got the notion- into his
head that he wanted to play newsboy.
He bought ' a basketful of cigars and
fruit from" me and started out to peddle
them through the car. This fellow was
dressed in a check suit and. he went
through the train and gave stuff right
and left. Mf people - would not .take it
he. . would drop it in, their laps and go
on. - He spent about 120, for the other
fellows helped him out and when one
basket was -gone they got another, plied
It up , -with candy -and cigars and made
another vtrlp through the smoker ' and
chair cars.
- "When the crowd got off the train
didn't have a thing left but a few novels
and a couple of empty baskets, but they
spent . their money, I "didn't steal it.
I didn't see any , watch, - gold, or1 any
other kind." '
-The sales for' the trip amoifnted to
something over $37, as the average sales
on the run amount to )1S tbe night was
evidently a' busy one. ' .

The mystery surrounding the disap
pearance of Howard Tuttle, a month ago,
has not been cleared up. ' The man's
whereabouts Is shrouded in gloom, and
although Detective Hartman has worked
diligently on the case, no trace of Tuttle
has been secured.. ' , , "...
Tuttle was a waiter who was employed
at the City Chop ' House on Bumside
street, between Third and Fourth streets.
He-was on night duty, and early one
morning he left,. The contents of the
till, amounting to' about $56, disappeared
at the same time. .-'-. ..',:-';.".. r
Following Tuttle's departure a letter
was found In whlch'the writer Intimated
that Tuttle was to be kidnaped and that
a ransom would have to be paid to se
cure his release. Nothing further was
learned .regarding the man, and no fur
ther, epistles asking for money were re
ceived. ," -
'The waiter's employer swore out a
complaint charging, Tuttle with' the lar
ceny of the money, but It has not been
served. At first It looked like a clear
case of absconding, but further details
showed matters In a different light. The
man went away leaving 130 on deposit
with a friend, and this Is still Intact.
Detective Hartman also learned that the
young man was believed to be rather
flighty, and it Is a theory that he may
nave committed suicide.
About -five year ago Tuttle. when In
San Francisco, is said to have jumred
into the bay. He was thought tV have
committed suicide, but a week later he
was discovered alive and well. He swam
ashore, although ic was believed he went
to the bottom. These facts lead the do
lice to think that possibly he left while
suffering from .mental aberration. -
