Before settling In a new part of the country one of th very first things that receives attention is the climatic condi tion, both as regards the physical wel fare or the settler ana its eneci on me business In , which he proposes to en gage. . It Is Impossible to enumerate in this short article the many advantages of the climate of our own state; except in' a very general way, but it Is proposed to give a brief resume of the weather to b found in the different geographical divisions. , As regards diversity, but few sections of Uie United States can compare with Oregon. Here is 'to be found nearly every variety Of climate known to the temperate zone, and the many fertile valleys nestled among the mountain ranges afford ample opportunity for the tilling or in sou, wnue ine nius sur rounding them give ample pasturage for stock. vt The productiveness of a region de pends largely upon the amount of pre cipitation that' occurs during the year, and the manner in which It falls. In ' Western Oregon the rainfall during the -winter months Is abundant, while the .summers are almost rainless, with de lightfully cool temperatures. These conditions are favorable for mixed farm ' ing, which is the principal occupation. : The soil Iff rich, and small grain, hops, vegetables, fruit, tc. ' grow In abund ance. . In the eastern part of the state- we 'And a' continental type of weather con ditions. Here we have the rich Colum bia ' River valley, which is the great wheat-producing section of Oregon. The rainfall is generally sufficient In this section to mature small grain, fruit and vegetables. The hills and plateaus fur nish an abundance of food for the large bands of sheep and cattle that pasture on them. Prevailing KJlcar. ,. x CO 1(5 5 W J o n 5r is IRRIGATION TO MAKE THE DESERT Irrigation of land of the kind that distinguishes Eastern Oregon will make that section of . the state one of the most productive in : the entire- West There is plenty of water available, but irrigation on a largo scale has not yet been attempted in this., state. W.ien once under way irrigation will increase the wealth of Individuals and the: state many millions of dollars.;- The' time is rapidly approaching, however. When, mil lions of acres Of land, that now produce chiefly Jackrabblts. coyotes and sage' brush, will bloom and blossom like the gardens xf the gods. ' . But considerable irrigation lias ai ready ' been successfully accomplished in'cten and southern parts of the state. The value or the crops raised uy Individuals on Irrigated lands this year is estimated at 15,000,000. The greatest promise for irrigation on a large Bcale in this states is in those districts which the government shall select on whleh to . spend Oregon's proportion - of the 10,000,000 accumulated from the sale of public lands for irrigation in the different states. Small tarmers can then secure water at a minimum cost, and be as certain of crops as Jupiter Pluvius is that there is moisture in the heavens. , Irrigation may now be proceeded with under, the operation of either of two laws. Thn first is the Carey act, tinder which the state-through irrigation com panies, or subcontractors, reclaims the rid land for settlers on certain terms and conditions. One large company has already taken possession of an immense tract of land in th Deschutes valley un der this law. The other law-Is the reclamation act of congress of June 17, 1903, and is probably the better known of the two. It was passed after persistent recommendation by the presi dent and is popularly known as the Tec- lamation-irct. From the-sates-of- puNKs lands it provides for the setting aside, surveying of certain lands in designated western states for irrigation purposes, for the construction and malntalnance of irrigation works, for the storage, diver sion and development of waters In the arid land districts of those states, of which Oregon is one. Under this law there is now available for this purpose in tho United States treasury tha total sum of $2,795,690,89 to the credit of the state of Oregon, this state having the largest sum of such moneys to . its credit of any of the Western slates so benefited. Portland, the principal city of the state, l pleasantly located in the northern-portion of the Winamevie valley. It is in latitude 42 dcg. 32 m In. north longitude, 122 deg. 43 rnln. west. The climate of Portland is very equable, and those extremes of heat and cold so com mon to many of our large eastern cities are unknown here. About 70 per cent of the annual rainfall occurs between "November 1 and April 1, while the re maining 30 per cent is distributed throughout the months of May, June, July. August and September, the greater portion occurring n May and Septem ber. During the last summer the highest temperature recorded was 97 deg and this occurred on only one day via., June 7: the lowest 1 temperature so far this year, up to and including December 12. was 24 deg., and occurred on February 14. These temperatures give a fairly good idea of the extremes usually ex perienced In this city. . The principal falling off In the wheat yield' this year has been in the Willam ette valley and this 'is caused to a large extent by the turning over the land to other products. . . In Eastern Oregon there' has been about a 10 per cent shortage in this year's wheat yield but farmers are bet ter off than ever before. The price paid this year has been much above the aver age In all grades. ' According to Prof.' James Withy combe of the Oregon Agricultural college the following is the latest, although slightly Incomplete returns of the grain crop of the state: Bushels. Value. Ot this amount over one-half of 'the crop has been sold by the growers,' the average prices obtained being about IS cents. At an average of about 18 cents a pound this year's crop will be worth 32,754,000 to the growers and they will make a profit of about half that sum on their Investment of lime and a little money. Oregon takes second place among the centers of the country as a hop-producing section and in some years it raises more ; hops than several of the . larger producing states together. . As a factor lri controlling the market tne state of Oregon has to be the first one reckoned with and many a year this state has been the means of boosting hop prices throughout the world. The Oregon hop is anxiously, sought after by the lager brewers of the East on account of its strong flavor and1 Is kald by. many to compare favorably with th famous Bohemia district. Just now thtre aro but little fof the 1903 crop of hops left in the hands of the growers and In a month if Is quite likely that there will , not be enough inside of the state unsold ' to base a quotation.
