to keep their places of business and
themselves cleaner than formerly.

thought that all they hid to ao was to
pay their registration fee and proceed as
before. Many others supposed that the
board was established to regulate prices,
tlx wages snd hours of labor, etc.. and
that all 6-cent shops were to be cloned
by the board. These and many other
things of a similar nature required con
siderable time and Indtyldual effort to
place the law In proper light before the
barbers. Too many expected that the
law would accompllrh everything the
moment It went into effect; they seemed
to have tost sight of the fact that re
forms come only after years of patient
effort, untiring energy and toll. These
obstacles were surmounted only by visit
ing the various shops within Its Jurisdic
tion and explaining the provisions of
the law, ss well as to recure some
competent person In each city to see that
the law was enforced ln the absence or
the board.

of this state Is the so-called college
that pretends ta teach" the trade of bar

who know little of city life, and as a
general thing believe every word that
appears ln an advertisement. This col
lege advertises that they can teach the
trade in eight weeks' time to any oni
who desires to learn It, and persons who
know nothing of the trade .are vry
readily convinced of this, and when they
receive cleverly dovlsed catalogue Il
lustrations of numerous college build
ings It serves to Impress upon tho In
nocent mind the high standing of the
Institution, so that the victim at once
falls sn easy prey to the college's sa
gacious methods of doing business.
"Those who attend this college do not
know that the law of tho state requires
a three years' apprenticeship, and that
their connection with the school hurts
them with tho barbers' profession
throughout the whole country. Many
of these country boys, after they have
been in the school for a few days, rea
lize and admit their mistake and seek
Instructions from the board as to the
best plan to pursue to learn the trade.

tions in the barber chops of the state.

Kdward N. Hall, an Inaurancs man of

teresting reminder of Irish Journalism.
It Is the Dublin News Letter newspaper,
dated quaintly "from Tuesday, June 23.
to Saturday. June 27, 1741," more than
162 years ago.
The old newspaper contains a picture
with descriptive matter on the. first jfage.
giving "The Plan of Carthagena, Its
Harbour anil Forts." This la a remin
der of one of Great Britain's many fa
mous wars.
An odd advertisement appears on the
fourth page. One John Nelle of Clon
honaugh. In the county of Westmeath,
over his own signature alleges that he is
accused of killing one Martin Rowan,
"lute of Kllclogher In the county of
Oalway." Nelle states that he stands
ready to surrender himself to the sheriff
of the county of Westmeath at a future
date to stand trial.
Two other advertisements interesting
to book lovers appear. One of these
relates to the publication of the Poems
and Fables of John Dryden, "now first
published tog-ether." Dryden Is referred
to ss "late Poet Iaurrat" (laureate.)
The other concerns the first publication
of the "Letters to and From' the Rev.
Dr. Johnathan Swlt." There are many
other curious features in the paper.

Preposterous Demands.
There was not a moment's hesitation
on the part of the railroad company as
to the nature or the course to be pur
sued by them. Vice-President Hanna
ford at once made the statement that
"there shall be no yielding to any such
preposterous demands." As -a conae-

Ilwaco, Wash.. Oct. 28. Ilwaco has a
boy housebreakr who Is less than nlne
years of age. The lad Is George "Fry,
on of Walter Fry. Tuesday the lad
went to the home Dan Lynn and finding
no one at home pried a window up with
an axe and after gaining entrance helped
himself to what he suw that he took a
fancy to. The only thing he carried
away was an air gun belonging to Mr.
Lynns little boy. While rummaging
around the house he discovered some
firecrackers and with the aid of some
matches he also found he lighted them
and fired several In the house. This was
the lad's undoing. Neighbors heard the
noise made by the firecrackers and went
to investigate. Marshal Embree was
notified and he placed the boy under ar
rest. Ho was locked up for a short
time and released after promising to be
good.
Mr. Fry. father of the lad. Is a hard
working and honorable citizen. Mrs.
Fry Is dead and the father haS to be
away from home a great deal. He is
now at South Bend fishing and the esca
pades of his son have not reached him
yet. It Is not likely that any action
will be taken ln the case unless the
lad commits some other crime, ln which
case he, will likely be sent to the reform
school.
, Hew Mill for Zlwaoe.
The Ilwaco Mill & Lumber company
has been organised with a capital of
$5,000 and work has already begun on
the site for a sawmill here. The Incor
porators of the new oompAny are George
L. Col well, president; O. W. Heath, vice-
president; C. F. Rogers, secretary and
manager; K. F. Wood, treasurer.
Messrs. Wood and Rogers are now in
Portland negotiating for machinery to
be Installed. The arrival of a pile driver
has delayed the work to some extent
but one Is expected here within a few
days to drive the piles for the boom
and foundation. The machinery will
be placed as the mill Is erected and as
soon as the foundation and floor Is in
the incorporators Intend starting the
mill and saw their own lumber to In
close, the mill and for lumber sheds.
This Is the first step toward the build
ing of a sawmill here that has developed
any certainty. This is conceded to be
a very profitable location for a mill.
The I. R. & N. Railroad company Is now
hauling on an average of 100.000 feet of
sawlogs across the peninsula and dump
ing them into Baker's bay within 300 feet
of the location of the proposed mill.
These are towed to Portland and Oregon
City, but with a sawmill here much of
this will he Btopped besides a larger
demand will be developfor sawlogs.
This will nht only Increase the payroll
of this city but will be the cause of the
placing of more logging crews ln the
woods tributary to this city.
In addition to the sawmill the com
pany will erect a planing and shingle
mill in connection and later contem
plate placing a dynamo for lighting the
town.

Nahootta, Wash.. Oct. 26. This lit
tle town is to have a creamery In opera
tion for the handling of the products of
the dairymen by the opening ot the
spring of 1904. J. A. Morehead Is now
hHving erected a building which he an
nounces is Intended for a creamery. The
building Is enclosed, but but Mr. More
head says the machinery will not be In
stalled until next spring. A plant that
will handle the product of from 300 to
600 cows is to b installed and a launch
will be used to gather the milk from the
farmers along the bay.
Nahcotta is one of the most natural
points ln Pacific county for a creamery.
It is at the edge of Shoalwnter bay with
the south end of. the county lying on
the south, which is one of the best
dairying counties in the Northwest. For
many years Ilwaco has been trying to
get a creamery to handle the product
of the cows on the peninsula, but has
been , unsuccessful. Heretofore thou
sands of gallons of cream has been
shipped annually from here to South
Bend and from Ilwaco to Astoria to be
worked into butter and cheese. Thou
sands of pounds more would be shipped

mers and dairymen to turn their whole
attention to the business. The prices of
transportation have been so large that
there has been very little profit either
to the producers or the manufacturers
and the natural resources of the penin
sula toward dairying have been neg
lected. With a creamery at Nahcotta
'the cost of shipment will be done away
with and many farmers . who have
neglected the dairy business ln the past
because of the small profits will turn
their whole attention to the business
