tions this week, two tonight and two
tomorrow evening, are each ao extremely

such excellent specimen of their kind
that It becomes absolutely a matter of
personal taate to which to give prefer
ence. Richard Mansfield and E. H. Soth
ern vied with each other last night,
the first in an elaborate and robust
view of the German university of Heid
elberg, with a pathetic tale of Herman
students' life and an atmosphere of
Knelpe life, which many hugely enjoyed,
whtls the more aesthetic Mr. (Unthern
came to town with famous romantic
legend, called a miracle play, which
pleased the sentimentalists aa thor
oughly as It rolled the unpoetlc.

annual convention of the , National Ag
ricultural Implement and Vehicle Manu
facturers' HHsoclatlon began at the Hol
lenden hotel here yeterday and will con
tinue until Friday. Nearly 600 members
were in attendance, representing many
Hi til Ions of Invested capital. 'The busi
ness of the convention was opened with
the Annual address of the president, Mar
tin Kingman of . Peoria. 111. He con
gratulated the members on the favorable
trade conditions now existing and the
hopeful outlffbk for the future. In his
further remarks he called attention to
the phenomenal increase In the foreign
trade, the American exports of agricult
ural Implements alone amounting lust
year to $21,000,000. Other topics
touched upon in the president's address
were the desirability of a uniform clas
sification of freight rates throughout
the country and the Importance of the
early completion of the isthmian canal.
Secretary Frank E. Lukens of . Chicago
presented a report showing a gratifying
growth In the membership of the as
sociation. At the succeeding seRsions
of the convention the question of reci
procity with Canada will be exhaustive
ly considered and an address on tbe sub
ject will be delivered by John Charlton,
M. P., member of the Joint high commis

Washington, Oct 21. In spite of re
peated aasurancea from the various de
partments of the government that in
no manner now foreaeen can the United
States become involved in the threatened
war between Russia and Janan over
Manchuria and Korea, it la a glgnlfrbAnt
fact that the military information bu
reaua of both the army and navy were
never more active than at the present
time. It is admitted, by Secretary
Moody at least, that the government
Is fully informed of the situation and
that the Asiatic squadron although it
sailed this week for a more favorable
winter cruise in the South, is still
watching developments In and around
Port Arthur and Korean waters. Army
officers are no lesa observant and even
the state department is dally adding to
Its fund of knowledge.
Council of War.
So far aa can be aacertatned here the
council of war held at Port Arthur last
July decided that Russia was not then
sufficiently prepared to defy the powers
by retaining Manchuria and the time
which has since elapsed haa been nlled
by strengthening; fortifications and
mobollxing troops at principal points
like Port Arthur, Niuchwang Balandln,
In Manchuria, and Wlju In the Yalu
province of Northern Korea. At that
conference were present almost all Rus
sian officials of note' In the far East,
clearly demonstrating Russia's pur
pose and the seriousness with which 'She
planned. Immediately following that
council strong forts were built on the
Buan-Han-Chen mountains overlooking
Port Arthur on the north and to the
south the fortifications overlooking the
sea werewrreatly expanded. The garri
son there was increased to 80.000 men
and equipped with 640 pieces of ar
tillery. These latter include 60 Schneider
rapid-fire guns capable of delivering
about 28 shots of 22 pounds each in a
minute, and 11 dynamite guns hurling
projectiles of 1.000 pounds weight There
are about SO secret batteries perfectly
concealed and equipped. Similar pre
cautions were made at Niuchwang and
Kallewan, and at each of these ports
the anchorages were liberally planted
with the new Labede torpedoes which
automatically break from their anchors
and, like the Whitehead torpedoes used
in our navy, steer directly for any ap
proaching vessel within a radius of 1,000
yards. The land forces now concen
trated in South Manchuria have reached
approximately a quarter of a million,
with as many more ready to be for
warded from Siberia in case of war.
This Is considered here as a force fully
capable of taking care of all the
brigands that China may produce.
Orea,t Growth.
On the part of the Russian navy a
like activity prevailed. From a fleet of
only 23 ships in all the Orient, her arma
ment has grown to a formidable one of
90 vessels, Including torpedo boats and
destroyers. Port Arthur has In addition
two of the latest submarine craft.
Meanwhile Russia gained time by
promising evacuation and so accounted
