ments, and - the appointment of heads
thereof. It la now stipulated that ail
such appolntmenta shall be valid only

presidents of both bodies.

Division of works, division of exhib

exploitation, division of agriculture and
livestock.

ence today with U. Otsuka, representa-
tlve of the Japanese government, who 1
n his way to St. Louis, where he will
arrange for the erection of hotels for
the accommodation of visitors from the
land of the Mikado. He is in th city
and goes from here to San Francisco,
thence to St. Louis.

Peoria, 111- Oct. 12. The streets and
avenues leading from the Union passen
ger station to the Coliseum, where the
corn carnival will be held for the next
12 days, were today brilliant with flags
and bunting, marking the eve of the
carnival. All along the streets have
been decorated with corn, the ears,
stalk, tassels, etc., and the effect Is
wonderfully beautiful. The elaborate
decorations at the Coliseum have con
verted It Into a beautiful corn palace,
much prettier than when the carnivals
were held In the old Tabernacle. There
will be parades, band tournaments and
other attractive features each of the
12 davs. and Peoria Is preparing to en
