June 20 The great strike of the Cooks'und Waiter' Union w practically settled last right when, af ter a long conference, an agreement was reached whereby both sides are to have freedom so far as recognition of the un ion Is concerned. It Is agreed that the employers may hire any help they desire. Irrespective cf the union, and that the employers may also refuse to join the Employers' Union If they so desire. The agree ment also stipulated that all the old help will be reinstated and no questions asked. The question of wages was left open for settlement and If satisfactory ar tangements are not made by July 6, then the subject will be. placed before a board of arbitration. Seventy-five per cent of the strikers returned to work this morning, and it is believed that the remainder will take their places before night. I (Journal Special Service.) JSTRUTHER8. O., June 20. The safe in the Pennsylvania railway station at this place was robbed early this morn Ing of a large aum of money. Five men have been arrested as suspects. An at tempt was also made to rob the Bank of Poland, and It la supposed the same gang did the work. five strangers -who have been hang ing about town for three or four days were placed in Jail this morning. DEWEY", IN-' SOME DANGER (Journal Special Service.) TOPEKA, kan., June 20. Gov. Bailey will not Insist that Dewey and his cow boys, accused of murder, shall be placed in the penitentiary pending their trial, He recognises, that the Sheriff has su preme authority in the matter and that while the prisoners are believed to be in danger' at the Goodland Jail, they will remain there and the troops guard ing them will be ' recalled today. ' For three months this mode of hand ling the patrol forces has been in vogue under Chief Hunt, and as he never shifts his men from , one relief to the other, that they may have an even break, the day patrolmen are loudly complaining. Unless the Chief sees fit soon to alter the present, system, tne matter will probably be carried to the Mayor and the Police Commissioners. The city charter is violated by the present method, as it plainly states that hours shall constitute a day s work for any employe of the municipality. The. day patrol worksfrom 8 a. m. to :30 p. m., or two. and. one-half hours longer than required ,by the charter. Compels Special Duty. In addition to the long hours of toil ImDosed upon them by Chief Hunt, the day men are always selected by him for any special duty, such as a prise fight similar occasion.- During tne re cent visit of the President., they worked their regular shifts, then did duty wher ever detailed by the Chief for numerous hours. The special work Is not particularly objectionable to the, patrolmen, but many of them have stated to The Jour nal that they -think they are being treated unfairly by the Chiefs when they are forced to work the long day hours and do special duty also. Chief Hunt does not allow the patrol men on the first and second reliefs to leave their beats - for lunch, the idea being to keep them on the streets at all hours of their shifts to keep a lookout for burglars and highwaymen.
