WITH THE PEOPLE
IN THE STREETS
. ' Portland streets today are thronged
with people from every aectlou of the
Northwest, people who, have come to
I greet their President and to participate
in an event the like of which but few
Of them have ever seen before.
Early morning trains were crowded,
and long before the noon hour, the time
aet for the abandonment of toll and the
beginning of the celebration, thousands
upon thousands of strangers were hur
rying about from place to place, making
their final . arrangements for the uay,
witnessing the alghta andvlelns with
Portland residents for vantage points
from which the exercises might be ob
. served.
Every aUe. rank, class, colon and man
ner of man turned out and the gentler
eex were equally varied as to form, na
tionality and dress, nut, one and all,
they were Intent upon seeing the Presi
dent and upon helping Portland and
Oregon to give him a betlttlng reception.
There was not one who failed to do

Street corners and the wide boulevards
"where the great procession would show
to especial advantage were early taken
possession of by eager ' sightseers who
-willingly stood fast for hours in the
places they had chosen, offering personal
comfort as a sacrifice upon the altar
of ' curiosity, patriotism , and loves of
: republican principles.
There was a diligent and thorough
canvass made early In the day and
every window that overlooked the line
- of march was sought by half a dozen
'who valued comfort
The utmost good nature prevailed apd
those who had seats and Windows at
theirsdisposal cast many humorous jibes
af. their less fortunate fellows who were
compelled to exercise the privilege that
bipeds share In common with those of
baser ' clay ' and stand. Thosie on the
aidewalk replied to these jokes readily
and in kind and a running fire of wit
resulted.
But all were waiting for the Presi
dent and his parade and when it had
passed many contented themselves with
returning to their homes. Thousands
followed the Presidential party to the
park and monument rite, being witnesses
of the exercises there.
It was a red-letter occasion for the
crowd the people were happy.

The estimated valuation of the prop
erty In the district Is over $1,000,000.
and . the tax levy for the Improvement
cannot be more than 2V4 mills. The
work Is lelng doao under the direction
of the Commerclul Club.
The movement la one of the most Im
portant ever started In Clarke County,
and It is expected the County Commis
sioners will take up the matter and ad
vertise it thoroughly.

.CHICAGO. May 21. At a meeting of
erqpjoyera hel& today Secretary Job of
the local employers' association Implored
every merchant, manufacturer and other
employer to join the association. Which
Is formed td counteract the effects of
lubor unions. He outlined plans for a
National association and declared an ac
tive movement Is on foot to defend capi
tal against the constant encronchmenta
of labor. Permanent headquarters have
been rented and all employers are in
vited to use them. Organizers will be
set to work all over America. National
headquarters are to be selected shortly.
The National Manufacturers' Associa
tion will be asked to become a part of
the National Employers' Association.
When the employes of a firm or an In
dividual demand Increase of wages an
employer will be required to submit de
mands to an executive board to be ac
cepted or rejected by Its members, as
they see fit.
Those employers who were present
today received the plan enthusiastically
and predict the perfection of a National
body Within the next 60 days.

NEW ORLEANS, May 21.--At the
election of officers of the Confederate
Veterans today. General. Gordon was
re-elected Commander-in-Chief amid
great enthusiasm when an unanimous
vote was called for. Intimate friends
of the General had to form a guard
around him to keep the members of the
order from overwhelming him with con
gratulations and handshaking. The
Veterans will complete their session to

man has rallied rapidly from the ef
fects of the operation performed Fand
this morning his physicians say there
are no symptoms of any complica
tions. They predict his being able to

BUFFALO. N. Y.. May 21. A de
signing woman of this town has.suc
ceeded, by means of a pitiful plea. In
getting a check for $15 from President
Roosevelt's wife. The fraud was de
tected In time and payment on the check
stopped. The Buffulo woman reprc
aentod herself as being of one mind
with President Roosevelt on the. sub
Ject o.fj race suicide. To back up thU
statement she wrote that she was the
mother of 12 children, and soon ex
pected to be mother of 13. She said
she waa in destitute circumstances and
needed $15 immediately.
Mrs. Roosevelt sent her a check for
that amount. Mrs. Roosevelt did not
stoD here. Sho thought permanent re
lief should be given to the woman, and
she communicated with a charity or
ganization of this city asking thorn to
assist the woman. An officer of the so
ciety found the woman In a well-fur
nished home. Her husband was earn-!
lng over $3 a day. TheTf larder waa
stocked with strawberries and -arly
vegetables. When asked- fhere IRe, 12
children. were, the woman. could produce
only two.

believed her that the Dupont Powder
Company, which haa just 'been, incor
porated in NewJersoy with $50,000,000
capital, la thei,forerunner of the ex
plosive, manufacturers' trust Duponfa
representatives recently made a trip to
California to bring about a merger- of
the Judson Vlgorite Companies. It is
reported .that these three companies
will be incorporated under the name of
the Eastern Dynamite Company. The
Dunonts already control a number of
concerns that are supposed to be lnde-1
pondent. If the merger carries through
it will probably reach out until It be
comes international in character.

NEW YORK. May 21. Shortly after
noon today an explosion In the gas house
at the Mo. haven yard of the New York
Central Railroad occurred. About 100
men wero working there at the time.
One man is known to be dead and two
are fatally Injured. Officers of the com
pany believe eix others have lost their
lives, but the bodies can not be recov
cred until the fire burns out. A wild
rush was made to escape when the ex
plosion came. Many persons were
slightly Injured by flying missiles. The
two who were fatally Injured sustained
fractured skulls by the falling debris.
Windows .in a radius or four blocks

the District Court, has issued a restrain
ing order enjoining a woman from talk
ing. The complainant was L. Oliphant
Dodge, the owner of an apartment house,
and the defendantWas Mrs. E. Berge, a
tenant, who refuses to vacate until her
lease expires. The allegations are that
the defendant has upon numerous oc
casions by talking to the other occu
pants caused some of them to announce
their intention of ' leaving the apart
ments; that she has interfered with the
property in different ways, all to the ln
Jury of the plaintiff. The-defendant la
forbidden to enter the apartments of the
other occupants, and from talking to any
of the tenants about the plaintiff In any

HE WENT TO SLEEP
AGAINST LAMP POST

OAKLAND, May 21. Henry Johnson
awake from a deep and smewhat alco
holic sleep last night to find himself
leaning against a post at Thirteenth
avenue and Twenty-foruth street and
most unaccountably separated from his
clothes. He had a cigar in bis mouth,
but when he hunted for a match he
found he was a good imitation of Adam
before -the fall. Without stopping to
reason the thing out he started on the
run for his home in Dlmond, Upper
Frultvllle.
He says he was In Oakland last
night, and that with some companions
he drank pretty heavily. Then he rode
as far as Eighth avenue and Eighteenth
street, a transfer point, where he sat
no a bench to wait for the car to
Dlmond. He then had on the regula
tion amount ol 'clothes. When he
wite up he was leaning against the
post, and ready fort a bath.

house, at 1324 Eighth avenue, were
found all the clothes Johnson should
have had on. The police believe that
Johnson, in hia sleep, wandered around
until, mistaking Goddard's porch for a
cof fortable 'bed, disrobed, and content
edly turned In.

SAN FRANCISCO, May 21. Charles
D. Cosche aaye he went to sleep in St.
Louis and woke up in San Francisco this
morning. When he came to his senses
be was lined up with a file of inebriates
before Police Judge Fritz in the "city
prison. He was large of stature, dressed
fashionably, and turned up an aristo
cratic nose at his companions.
"You call this one free country? Pouf !
I call it ," he exclaimed. Then he
explained that he was a commissioner
sent from France to represent his coun
try at the Louisiana Purchase Exposi
tion, and that he had no idea how he
came In San Francisco, f orbits last recol- j
lections were of St. Louts.
"Drunk!" he ejaculated, with a shrug. :
"Well, I t'lnk I was varee drunk. I had
monee, I had onfe watch,, I had papers,
out. What have I now? Nossing." j
His property was . located with the

The entire Columbia River Syatem ia
practlcnlly the same as it was yester
day with the exception of a slight fall
at many places. Portland waa-the only
place that rain fell to any extent dur
ing the past 24 hours. . The rain fall
here yesterday waa .20, while at Lewis
ton the fall was too small to be traced.
At all the other points along the sys
tem the weather was extremely clear
and cold. The temperature over the
Upper-Columbia and the Snake River
basins this morning is just the same
aa they were yesterday,- ranging from
84 to 44 degrees. It ia expected that
the temperature will start to rise Frl
day and continue to rise slowly Satur
day and Sunday. The river haa fallen
0.1 feet at Portland during the past
24 hours, and the entire Lower Colum
bla haa fallen a trifle, but it will prob
ably be nearly at a standstill for the
remainder of the week. Snow la contln
ulng to fall In the mountains on and
off and they are In the same condition
as they were six weeks ago after the
annual anow fall. Mr. Beale. predicts
that the matter will become very In
teresting In about two weeks and states
that while the outlook Is not In the
least alarming the situatloa la not what
he would desire to, have it. "The ex
treme cold spell has laated longer than
we expected," he aald, "and as we all
know the snow must be melted, so the
longer this cold siege stays the more
crUleal the outlook 'becomes. The heat
ot summer is drawing close at hand and
the hot ' temperatures will naturally
cause a quick thaw In place of a gradual
one. Consequently v the river will not
be able to carry off the floods and then
trouble will commence.""
