It is argued that many other great ports tn the world are situated in pre cisely the same manner as Portland, and only constant dredging makes It possible for the larger vessels to take out full cargoes from them. Mr. Banfleld, the president of the Port of Portland Commission, was seen regard ing thf matter and expressed himself as follow "It I not generally known that the Port of Portland Commission does njt work independently.
