Some of the Chi cago folks aro saying some pretty rough things about tho motive Act uating the eastern ineinhorji of tho committee but those guntlemen and their friends say that they aro oniy exercising duo care in requiring tho Chicago people to conform to tho provisions of tho bill, and that tho delay is tho fault of tho Chica go folks themselves, fn tho mean time valuable time is being lost. Mr. Harrison ami Secretary Hlnine are very much in earnest in their effort to bring around froo trade between tho countries of South and Central America and it looks very much as if they would succeed, although Mr. Maine's proi-oMtiou to hasten it by tacking an amendment on the new House tariff bill is not received with favor. Hut thero is reason for believing that Mr. Hlaino did not mako 1 1 lis proposition with anv serious idea of is living accepleil, but only as a feeler to work up Congressional sen timent in favor of tho reciprocity treatise with those countries which ho believed to ho negotiating, or to havo already negotiated. '1 he idea of free trade with thoio countries is very (nipular just now but whether it will stand the test of a thorough discussion remains to be scon. F.x-Speakor Randall who has been sick for a long time is much worse, and his death is e.ectid. His advice will bo sadly missed by the democrats in Congress who have had the benefit of it during this ses sion although Mr. Randall h:a been unable to occupy his sent in the House. The pension question is ever with us. This week tho republicans of the House tried to suspend tho rules and pass a 'modified service IMMisinn bill as a substituto for thu dependent ju'iision bill which recent ly passed the senate. It failed for lack of the requisite two-thirds vote. In the meantime an Ohio luemlier hus introduced a service tension bill which includes everybody who was in the Union army for ninety days. It will hardly succeed. The Montana contested election case promises to remain "unfinish ed business" in tho sonato almost as long as did tho Itluir educational bill. Thu final result is not in doubt that was practically settled by thu report of tho committee. Senator Quay returned from Pennsylvania this week and his presence hero caused tho usual number of wild and improbable k litical rumors to fill tho air in tho neighborhood of thu Capitol. No other man's presence seems to af fect tho atmosphere of tho Capitul to the same extent.
