A Canadian school teacher was fined $2 for whipping a pupil, whereupon the children of the ne:ghborhood took up a collection and paid the amount. Lively times in West Virgin ia! In one county there are seven hundred Federal indict ments for illegal voting. It is time to change the name of that state or the -manners of some of , its people. That Providence girl who married one of the Chinese pu pils in her Sunday school has been expelled from the school and the church. This will in crease the difficult)' she will have in converting her husband to Christianity. An effort is on foot to get the legislature at the coming session to raise the pay of members. The present limit is al together to short. J he House Com mittee on Territories, however, has postponed the consideration of the territorial question until January 15. It is proposed to bring up on that day a bill for the admission of South Dakota, and to substitute therefor the omnibus bill agreed .ipon by the caucus. The postponement is said to be for the purpose or allowing members to frame amendments to the bill, so that no delay may fake place when once the bill is before the House. Many of the advocates of admis sion fear that this delay will be fatal to the prospects of admis sion by the present congress, owing to the shortness of the session and the inevitable pres sure of business in its closing days.
