San Francisco, April 4. At a meet,
in"- of the board of supervisors hist
evening the judiciary comraitee, who
had been instructed to take into con
sideration the utterances and addresses
of Mayor Kulloch and to report what,
if any. incendiary language he h-is used
publicly, and to report proper action to
be tak n by the board in the premi.es,
filed a long report reviewing the histo
ly of tho labor agitation and the part
borne in it by Kalloch, finding that he
lias encouraged a lawless and discoo
tented element, advised them to pa
rade the streets and endeavored to keep
them in such disprsition and tempera
ment as to commit an outbreak when
ever it slmuld suit his purposes; that
he has impeached the honesty of the
wlmle community, accused various
branches of the city government of cor
ruption and dereliction of duty, and
under pretense of counselling a mob
against violence insidouply advised
them to be in readiness for bloodshed
and overthrow of the authorities. They
expressed the opinion that Kalloch is j
unscrupulous and unprincipled and do-
