We have hearil scrr.e j comp taint about our county mads and we bo lieve tli it' the n d ;re in a condit'on to be complained 'f i'hut castimr re proach upon the com plainer. A conn ty road la one of the thing- that should reeeivo more attention from the coun y managers thzn anything else. Tt i something that is ued every day by every person, and in lieu thereof every man in the county p.-iys 'axe for the purpose of ke ping such thor ougofire in complete order, and of course the people who pay the heavi est taxes should, by rights, haw the roads leading to and from their sec tion kppt in good repair. For instance the sellers in the vicinity of Camp Harney. Aivoid, McDertcit and Stein Mountain pay more taxes than do the same number of men in any other sec tion of the county, and yet the roids in that portion of the county, and es pecially the rotd from here to Camp Harney, are almost destitute of no ice except by local aid. This is not right. The people of this vailey, pa'ticuliHy the merchants, should take this matter in hand and circulate a petition to have a good county rond put. through from here to Harney Vallwy. It would be of immense value to this valley to have such a road. It would be do:ng a gnat justice to the taxpayers in Harney Yalley to have such a road. It would speik volumes for the enter prise of the county. With a little ef fort upon the pirt. of some e er-ti-man or men a sufficient amount could Boon be raised to put a road through from the place of Mr. Muleaire to the upper end of Bear Yalley, and thereby have at least twelve miles of travel between here and Soda Spring-. The road district should put the track in good repair from here to Mr. Mu! cair's and the county from there to Harney Yalley. The road from here to the Bikfr county line is also in bad repair and should be looked after. See the Grand Jury report about bridges and high way?. Judge Sels, Mr. I. H. Wood, and several other old s-ttlers that are well acquainted with the whole coun ty could give us good light as regards cost of construction, nearest and cheapest routes and many other inter esting features. Will the Avalanche pie ise tall the people in what State and county the John Diy Valley is? From our edit ), rial in that piper people would natu rally suppose that it was in Idiho, Owyhe county. We h ive no objection-: to brother Journalists borrowing our articles, without crediting to us, but we hate to have the John Day Valley located in some other Territory, if Ra. ker county did gobble a part of our lands. Gol duced if the Standard man isn't trying to git Grant county out of Oregon by putrin the local notes from the News under Territorial Items. Schtop dat, you sass man. Caught. Mr. H-il Hyde in compa ny with several other irentlfinon, after a few days limiting, f.mnd Mr. Wm. Mannen in the mountains at the upper end of John Day Valley, the first of this week. The company divided be low the camp and came upon them un awares. Mr. Hyde had the warrant and took the prisoner in charge. The woman (who lnd the money) was taken home, and Mannen was brought to his city and delivered to the Sheriff. A young man by the name of Lush baugh, who Was some vhat connected with the affair, and who wis f.mnd with them at camp, was also brought to this placi and is now in custody. Tho Grand Jury made the following report at the term of court just closed: 'vVe have found six true bills and one not a true bill, and have presented the same to the court We have examined the Sheriffs books and also the Treasurer's and compared the fame and find them correct,, so far as we have been able to ex amine them, and also find that they are kept in a neat a"d i uiness like man er. W e have examined the Counfv Records the best we could for the time at our disposal and find them kept in good order. The Jail jind its inmates we find kept in good style; in fact it is a nice place to spend the winter in. We have examined witnesses as to the condition of roads in the different Ko.id Districts and find that they are in a terrible conditio , particularly district No. 8. We understand the Su pervisor for that district is not in the county, and so far as we have been able to find has done no work this season on the road from Prairie City to Mid dle Fork; a road that need-, and its conditions imperatively demands, that it should be worked upon and put in order ea-ly in the spring, or as soon n the snow disappears. We would recommend that the Commissioners or County Court remove said supervisor and ap point some one that wdl attend to the duties for which he was appointed. We would also call he attention of Supervisor of road district No. G to the bridges on the road between John Day City an . 1 Mr Clark's residence. We are of the opiiron that the bridges uoald sub erve the in te rests of the public better if the said bridges were let down on a level with the ground and not edirewise as they are at present. We would also recommend that the County Court, if it be lawful to do so, have the road in district No. 1, just below Mr Sewell's place, worked where it is now traveled, and expend all the money collected in said district necessary to grade it down and make it wider so that teams may pass each oth er; and to make sa"d road, if it is not already so, the pern a nent public hignway, instead of, as we understand, the road to be located in Canyon Creek and the people requ re a road that can be traveled at all times in the year. "We would il recommend that, the Cnunty Court remove the old jury rooms and erect, a .suitable bnildintr for ihc acc iinni"da,ion of the petit ami jjiand jury; sty two moms, each lar ire enonh for the u'o of separate jurie5, with double waifs filh-d with sawdus', nnd an entry mom fr Bailifl'-', olc. We are of the. opinion that the cou ty pays enough every two ye'irs for rents in erect Kiich buiMing; eertsiinly so if the present building is sold. We eonm ttul.tto the citizens and taxpayers of ties cnun'y on the abseneo of any indigent s'ck pet son. j Our Hospital is vacant and has been so for some months. We would recommend to th. Hon. County Cut' t and C nimissioners that th-y hive the bridge mar Mr. CoieV pi ic letdown at least three feet. It can be dme at verj little expense dur ing the summer months when the va ter h low ; as it is the aprons are alto gether to steep. We aNo in uur examination of the roc rds of the county, 6nl a portion of them cannot be found, to-wit, a book design tted the Script Book; a book that is used by the cleik for the pur pose of recording 'he County AVanats as they are made out by said clerk and drawn by different parties, with the nams of the. paities receiving such ! warrants attached thereto; said book- contains the records of the warrants so drawn or r h c space of nenr'y s x ye rs time. We also rind that it was during the term of James Heh s as elt tk that said book was lost, and we have he n unable to ascertain how or by what means it was spirited away. We find that in July, 1870, the Hon. Coun'y Court en ployed Philip Me s han to fnd the true indebtedness of this county. Said Metschan made his report to said court on the 10th day of August, 1S7G, whereby it was ascertained that the indebtedness was S20,38G 18, which was accepted by s iid Court. AVe also fi::d that on the o-J day of July, 1873, another report or exhibit was made by the said Ph lip Metschan, whereby it was ascertained tint the indebtedness of thi county was found to l e in the sum o'S2 1,355 G9 on the oOth dav June, 1878. We have exam ined the r cords from that date and find the following le.-nlt, lo-"i': Indebtedness July 1, 1878, 821 85o.G9 Warrant- i-sued' fro'n July 1, 1S78 to Juno 10, 1879. S1G,9S7 US. In eo'isnqtience of the -ibsenee or a portion of tl.c LVcords fnm the Clerk's ofiiee, we were of a iveessitv C-inp lied to t ke the rep rt f Phibp Met-c'ati as a basis of t ur cal illations lo find the present indebtedoe-s ol' the county.
