NEW 'RAILROAD. The Eugene Journal lias the following from a Washington correspondent: Certain weal thy New York capitalists will, at an early day, enter upon the work of opening up the porta ges of the Columbia river, and the construction of a narrow guage railroad from the mouth of Snake river, in a southeaster ly direction, with a view of con necting ultimately wiih the Union Pacific at or near Salt Lake, and making this a link in, or branch of the main line through from the Union Pacific to Portland, This is the first pracitical move, hcing the fnt hacked by the necessary capital, in a great enterprise the buil ing of the long talked of and much needed railroad between Portland, or some point on the Columbia river, and Salt lake by which Oregon will have di rect railroad connection with the Atlantic Slates. When this line of railroad shall be complet ed, Oregon will speedily a' tract a numerous population, ar.d be come a groat and prosperous State. ri he gentlemen who are moving in this matter possess the ability, the experience, the energy, and the financial re sources adequate to accomplish whatever they undertake. They have already purchased iron for 34 miles of road, and will com mence operations with a capital of one million dollars. When the work now about to be com menced, is completed, they will no doubt undertake the more important work of buildh-g the main line through from Port land, or the Columbia river, to the Union Pacific, should their interest and the travel and com merce demand it. The building of this line will hurry up the completion of the line between lloseburg and Redding. The ' prospects for Oregon are bright. Ex-Senator Mitchell has taken an active part in organizing this important movement, since the 4th, of March, lie has been engaged by the company to at tend to their lesal business. The New York Sun, speaks of the new Constitution ol tali fornia as follows: "The preva lent idea at the cast regarding ' California's new Constitution is that it emdodies the teaching: and political creed of Denms Kearney. J hat is a mistake, and one that does Kearney loo much honor. The new Consti tution must be accepted as the expression of the will of thepco pie of California, for it was adopted, first, by a fairly repre- sentative body of the people s delegates, and then, after a can vass almost unparalleled in its thoroughness and bitterness, by the people themselves at the polls. It is an aggressive nistru mcnt, unlike anv that ever be fore shaped the laws of a com monwealth. It is a novel in strument in the science of self government, and as such it wil be watched in its workings with deep interest by the peo pie in every part of the civilized would. Its provisions arc so directly opposed to cstab'hshec methods, and in several partic ulars, as we think, to the spirit of the Federal Constitution, that it is certain to raic many ones tions which will irivc employ ment to the Courts for some time to come. The best test o a good law, and the surest deatl for a bad law. is its faithful ex ecution." His friends claim that Gen.
