EXPLOSION KILLS FOUR.
JOLIET.-Ill., March 27-Four peo
ple are supposed to be killed and six
others badly, if not fatally, wounded,
by arf explosion in the plant of the
Illinois Steel Company tonight. The
accident was caused by a slip in a
blast furnace which forced heavy
charge of gas into the engine and
I boiler-room. The engine-room was
blown to pieces.
BIG BATTLESHIP NOT
DES MOINES, March 27.-In a fit
f despondency today Mrs. John
lynch cut the throats of her five-weeks-old
baby and three-year-olfl
boo. Then she attacked three other
children, but two escaped. The moth
er then set the house on fire, and cut
her own throat When assistance
arrived the four-year-old girl was

A STARTLING TRAGEDY.
BOSTON, March 27. A startling
tragedy was enacted in the White
House garden near the entrance of
the Bylston Street Subway tonight.
Suffering from nervous trouble, Law
rence R. Boyle, a well known news
paperman, shot and killed his wife,
then ended his own life by the same
means.
WOULD REDUCE SALARIES.
WASHINGTON, D. C, March 27--Representative
Edwards of Georgia
introduced a bill to reduce the salary
of Congressmen from $7500 to $5000.
WAR DEPARTMENT STARTLED

REPORTS.
GUANTANAMO, March 27. -A
report of an explosion on the warship
Mississippi is false. Telephone mes
sages from the naval station report
that the Mississippi is lying at an
chor with all of the other men of
war, and that there is no indication
whatever of any disturbance in the
fleet.

Naval Station here, when asked as to

States that the battleship Mississippi
had met with a serious mishap, de
clared that the report was utter non
sense, as the Mississippi was in the
vicinity with Admiral Arnold on
board, maneuvering and being inspected.

WASHINGTON, D. C, March 27.
False rumors to the effect that the
battleship Mississippi had been de
stroyed in Guantanamo Harbor, stir
red up the War Department this
morning. The first rumor was to the
effect that the battleship had been
blown up from outside, and another
report was to the effect that a ser
ious explosion had occurred on the
warship.
All this morning the Navy Depart
ment was besieged with inquiries re
garding the rumors about the battle
ship. The Department put its agen-

"Joker" had been discovered in the
Payne Tariff Hill. Experts in the
foreign buying department of a local
store say that toy animals, retailing
at present for a few cents, are to be
come as expensive to import into this
country as are the living animals
which they represent in miniature, if
the bill becomes law. A toy horse,
for instance worth one dollar, will,
under the eccentricities of the propos
ed measure, be taxed $.10, just the
same rate as will be collected for a
thoroughbred racer. .
The experts also find that many
kinds of clothes and ornaments for
dolls will be taxed at the same rates
as clothes and ornaments for the
American woman.
The cause of the peculiar situation
found to exist under the pending law
with reference to toys is contained in
paragraph 427 which reads as follows:
"Dolls, dolls heads and toys, 35
per cent and valorem; provides that
toys made in imitation or miniature
of, or bearing the same name as artic
les that are provided for in the duti
able list of this section by individual
or class designation shall pay the
same rate of duty as such articles, but
in no case shall any toys pay less
than the duty imposed upon miscel
laneous manufacturers of the mater
ial of which such toys are wholly or
liit chief value compojed"
The "joker" is mainly tucked away
in that part of the paragraph relating
to toys and in "imitation." or "mina
lure", of articles mentioned elsewhere
in the bill. The experts declare that
this means simply what it says, and
that toys which are miniatures of
things elsewhere specified mint pay
the tax of those articles.
FROM FAR AWAY
Presented Resolution Opposing the
Payne Bill.
j MANILA, March 27.-Floor leader
; Quezon of the Majority the Philip
pine Assembly presented a resolution
i today embodying a memorial to Con
j Kress opposing the Payne bill. The
j resolution recites the provisions of
I the bill and then declares that its en
iaetmrnt would be "Inimical to the In
itcrests of the Filipino people, espec
ially so far as it concerns an econo
mic administration."
The resolution- then continues:
"The approval of the hill would
produce a great loss of revenue for

!il would be impossible to sustain the
! present government. The financial
: condition of the country is such that
it would be impossible to impose new
taxation, direct or indirect."
The resolution next approves a res
olution adopted in May 1908, which
asks the admission of sugar and to
bacco to America without any ion
cessions here, and insists upon the
adoption by Congress of that resolu
tion. In conclusion it protests, "Respect
fully but energetically" ugainst free
trade for America here and limita
tions on Philippine products In
America. The resolution also declares
that the Philippine legislature cannot
in any possible manner devise new

The resolution has been under dis
cussion for several hours and leema
to be favored by the majority. ' A
vote is expected later in the day after
which the resolution, which is a joint
one, will go to the Philippine com
mission that body, it is expected, will
decline to concur.
