QUESTION OF PUBLICITY.
There ire timet when the province

ambiguous ia the matter of giving
the newt, especially in a city of this
size owing to the urgency of police
Interest in cases that require more or
less silence in order to enable those
charged with the duty of capturing
the guilty parties to do their full duty.
All paper resist this demand as far
at they art able to do to, on the
ground that the public ha a right to
Vnow the happenings of the day in
order that the necessary precautions
may be taken to hedge against the
repetition of the offenses against pub
lic security and peace.
The Morning Astorian has been
particularly amenable to this role nd
bas observed it, to it owa discredit
tt times, rather than interfere with
the operation of the police depart
meat and is not quite sure that its
assistance has been really appreciated.
No good reporter likes to be "held
up on this score and bis management
usually "dresses hira down" when the
absence of live item is noted. But
the play of justicV comes first with
all concerned and the paper falls in
line, as it should.
When a matter of civic interest be
comes public property by word of
mouth on the streets, it would seem
that the newspaper bas the first right
to it, as the purveyor of the general
scheme of news at hand. And it hap
pens, oftener than not that the paper
observes a reservation quite unappre
ciated by the general public, who,
knowing the fact itself, looks daily,
for. the details and failing to get them,
repeats the omission, without regard
ing the basis of the paper's action.
With this presentment of the matter,
the Morning Astorian here and now
declares it will ignore the rule in
future, and give the news as it gets it
It is weary of being reproached for
derelictions made in this behalf.
A GLARING DEFECT.
A well known banker of this city
has called attention to one of the
glaring defects of , the proposed
scheme of national postal savings

Under the terms of the proposed
bill the small saver may accumulate a
thousand or more dollars in the fed
eral respository and still defy his
commercial creditor in the matter of
the payment of his current obliga
tions, at any time such a course may
appeal to him: a condition that does
not tally with the fairness usually
observed in the course of business as
we Americans understand, and pursue
it As things are now, the account of
a depositor in a savings bank, or bank
doing a commercial business only, is
amenable to the law of recovery by
due process in court, either in the
way of attachment or other peremp
tory processes.
It would be well if this great propo
sition of popular savings were made
to conform to the recognized rules of
business, without injecting any exclo
sive and dubious provisions of this
character; that is if it ever becomes a
law at all
PUTTING THEM IN TOUCH.
The Government has determined
upon the policy of putting the life-
saving; station of the country in in
stant and constant touch with the ac
tive communities next and nearest to
them, and the plan is highly com
mended everywhere. There is no
branch of the public service that calls
for more intimate and easy relation
with the working public than this de
partment It ia a notorious fact that
the great majority of the stations are
remote and often inaccessible, and the
idea of putting them in telephonic
communication with their nearest
neighbors is as wise as it is generous.
This is especially true of the service
out on this coast, where there are long
and arduous distances to be com
passed before the life-savers may get
in touch with anyone beyond their
peculiar and lonely habitat It is not
only essential as a matter of social
inercourse, but of safety and health
and business expediency. It is well
that the Government itself should be
in readier contact with these import
ant stations and gather the grave
facts they have often to send out; a
condition that will tend to hasten the
relief that is beyond the capacity of
the station, and give to the wide
orld details of wreck and loss and
disaster for which it waits far too
long at times.

At a meeting of the board of educa
tion yesterday it was decided to close
the city schuels for the holidays with
the session yesterday afternoon.
"Hence there will be no school today.
or until on Monday, January 4. The
fear that the few cases of scarlatina
that have developed recently might
spread among the school children was
the reason for closing down the clash
es two days earlier than had been announced.
The Christmas holidays were to
have begun the middle of this week

down two days earlier and avoid all
danger of any epidemic among the
little folks.
At present there are only two hous
es under quarantine for the scarlet
fever, and there really is not the
slightest idea in the minds of anyone
that the situation is at all serious; but
it was simply thought best to quiet
the fears of the mothers who had be-
un to worry about their cauarex
One or more cases of the scarlatina,
which is in very mitd form, had ap
peared in one of the schools and the
rooms where there is the slightest
danger of contagion will be thorough
ly fumigated. -
Dr. Reamcs, the city health officer,
stated that the situation is not in the
least alarming, but Dr. Reames evi
dently thought with the board of edu
cation that it would do no harm to
drop off the last two days of school
to avoid any possibility of contagion
among the pupils and to ease the
fears of the mothers.
The city health officer apparently
has the situation well in hand and
every case win oe watcnea tnor-oughly.
There is an element of humor in
the matter also. Last Friday the stu
dents in the High School petitioned
the board of education for a holiday
two weeks, commencing with to
day, but the board saw fit to grant
one of a little less than two weeks,
commencing Thursday of this week.
Hence the pupils think the joke is
more or less on the board, since the
vacation of the full two weeks with
the aid of the scarlatina scarehas
now been granted.
