small sections of our own country, in
the East and in the West, in the AJ
irondacks, the White Mountains, and
the Appalachains, and in the Rocky
mountains, where we can already see
for ourselves the damage in the shape
of permanent injury to the soil and
the river systems which comes from
reckless deforestation. It matters not
hether this deforestation is due to
the actual reckless cutting of timber,
so that fires that inevitably follow
such reckless cutting of timber, or to
reel less .0 1 uncontrolled grazing, es
pecially by the great migratory bands
of sheep, the unchecked wandering of
which over the country means de
struction to forests and disaster to
the small home makers, the settlers
of limited means.
Secret Service.
Last year an amendment was incor
poratad in the measure providing for
the Secret Service, which providei
that there should be no detail from
the Secret Service and no transfer
therefrom. It is not too much to say
that this amendment has been of ben
efit only, and could be of benefit on
ly, to the criminal classes .If delib
erately introduced for the purpose of
diminishing the effectiveness of war
against crime it could not have been
better devised to this end. It forbade
the practices that had been followed
to a greater or less extent by the ex
ecutive heads of various departments
for twenty years. To these practices
we owe the securing of the evidence
which enabled ns to drive great lot
teries out of businms and secure
quarter of a million of dollars in fines
from their promoters. These prac
tices have enabled us to get some of
the evidence indispensable in order
to secure the conviction of the weal
thiest and most formidable criminals
with whom the Government has to
deal, both those operating in viola
tion of the anti-trust law and others.
The amendment in question was of
benefit to no one excepting to these
criminals, and it seriously hampers
the Government in the detection of
crime and the securing of justice.
Moreover, it not only affects dpar:
ments outside of the Treasury but it
tends to hamper the Secretary of the
Treasury himself in the effort to util
ize the employees of his department
so as to best meet the requirements
of the public service. It forbids him
from preventing frauds upon the cus
toms service, from investigating ir
regularities in branch mints and as
say offices, and has seriously crippled
him. It prevents the promotion- of
employees in the Secret Service, and
this further discourages fcood effort
In its present form the restriction op
erates only to the advantage of the
criminal, or the wrongdoer. The chief
argument in favor of the provision
was that the Congressmen did not
themselves wish to be investigated by
Secret Service men. Very little of
such investigation has been done in
the pat, but it is true that the work
of the Secret Service agents was part
ly responsible for the indictment and
conviction of a Senator and a Con
gressman for land frauds in Oregon.
I do not believe that it is in the pub
,;c interest to protect criminals in any
branch of the public service, and ex
actly as we have again and again dur
ing the past seven years prosecuted
