MUCH BUSINESS TRANSACTED
AT THE REGULAR SES-
SION LAST NIGHT.
At the meeting of the common
council last night the report of the
eommittee recommending that the
tax levy for the coming year be es
tablished at 10 mills was adopted. An
Terdinance providing for this levy was
also read for the first time. The re
port of the committee also provides
for an extra mill, to be divided be
tween the library and park's. This
makes the total levy 11 mills. The
straight city levy of 10 mills on the
greatly augmented assessed valua
tion of this year brings the amour.t
to be raised in taxation just about
the same as the' 18 mills on the lower
valuation of last year. In other
words, the city is to raise just about
the same amount "of money as last
year. Below 5s given the budget ,cf
ceded appropriations, and the pros
pective expenditure, with the levy
based on a valuation of $3,470,478.

tures of $5160, but it Is hoped to meet
this by economy , in some manner
not yet entirely foreseen. ;,' a
MUCH BUSINESS.
The meeting last night was an in
teresting one, and much business
was transacted. In a way it might
have been property tensed a sort of
Irving avenue' night, for some half a
dozen communications were read in
relation to this vexed matter, all stat
ing that the writers would hold the
city fesponsible, and all were merely
placed on file. While the city is os
tensibly holding absolutely aloof
from all interference or direct, aid in
the Irving matter, as being merely a
private matter in which the city can
legally take no part, nevertheless
claims were presented last night and
allowed for labor done on the slide
amounting to $268.90. On principle
it may be difficult to point out why
the city should not go into the mat
ter for an ell as long as it has gone
in for inch, providing it would
want to.
That litigation will grow out of the
matter on a pretty big scale seems to
be the probability.
Just before the council adjourned,
Mr. Robinson brought up a matter
that is something new. "I under
stand," said Mr. Robinson, "that the
poll taxes collected within the ciy
should properly go into the city's
funds, instead of to the county. I
therefore move that the city attor
ney be instructed to collect them
the county court, and if .there is any
objection, in the matter, that he be
instructed to take the proper steps
to get them, anyway."
But, it was late and all the fcoun
cilmen in a hurry to get home.
Therefore Mr. Robinson's motion
was not debated or acted opon. In
the same breath some one suggested
that the matter be taken up later
and that adjournment was in order
instanter. The question of the roll
taxes will doubtless be brought np
later.
EIGHTH STREET.
Just before adjournment Council
man Logan also brought np the ques
tion of the injury done to 8th street
by the hauling recently done over it.
He suggested that the council should
take some immediate steps to pro
tect improved streets in the future,
against the careless or wanton harm
done by contractors or others. The
recently improved block on 8th street
has been virtually destroyed. Coun
cilman Logan suggested that it might
be possible to arrange to have con
tractors place down . old planking
when hauling over improved streets
and this suggestion seemed of a
practical nature and to meet with
favor. Dr. Logan also stated that
residents on Grand avenue in the
locality of 30th street want certain
improvements done and would like

the present council to commence the
work.
CITY PRINTING.
An ordinance was read for the
third time and passed providing for
the city printing for the year 1909,
and for two years longer in the dis
cretion of the council. Bids for the
city printing will now be asked for
at once.

Petition of F. T. Goodell to grade
portion of 10th street between Lex
ington and Kensington by private
contract, a portion of the street be
ing graded. Granted.
Petition from H. E. Steffensen and
others asking that Grand aveniie be

Communication from D. HL Welch
stating that he finds in looking over
tax roll for 1886 that taxes paid were
not credited as paid. He states there
are a great many large taxpayers who
appear to be delinquent Former
Chief of Police Twombley was the
collector. It is now 22 years since
this arose. Mr. Welch says he thinks
the city hall property is affected, and
much other property. He suggests
the council order that city auditor be
empowered to cancel said roll. Re

Charles Verschneren states that he
at different times has put in about
1400 cubic yards of earth in the gul
ly about 50 feet west of 9th street on
Irving avenue; he asks now that he
be. given proper credit for this priv
ate work done by him, that having
been the understanding at the time.
Board of assessor had acted on this,
so it was dropped.
Joseph Gianconi notifies the coun
cil that his property in Shively's ad
dition is being greatly damaged "by
reason of negligence and careless
ness." and that be will hold the city
responsible. ' The communication Is
written on the pffice stationery of G.
C Pnlton, and it refers, of course.

Oregon Coast Railway Company
by its vice-president,, Norris Staples,
filed communication stating the rea
sons why the company at this time
was not in a position to accept the
street car franchise and deposit the
necessary $1000. As explained in the
Astorian before, after the necessary
rights of way have all been obtained
nd the necessary capital received.

whom it is desired, under the resolu
tion passed in the house today to
appear before it.
