FIGURES DO NOT LIEI
The Astorian has presented the
taxpayers and voters of Astoria with
plain statement of their city's finan
cial condition, and it should be ample
to nerve them for an aggressive fight
against the agencies that have con
tributed to the threatening condition.
Figure do not tie, howsoever glibly
politicians may. They are depend
able always and those we have giv
en are from the public records of the
city and departments and county and
will not decrease nor increase with
any sort of inspired sophistry. They
exist as actual results of mis-government
on the part of the Citizens'
party, and despite all the good that
may be said in behalf of the im
provements that administration takes
credit for, the figures are still im
periously and glaringly true.
They do not make pleasant read
ing, either at tiome, nor abroad; but
they are justified in open print by
their very scope and meaning. The peo
ple cannot know these things untess
they are told and the Astorian tells
the simple truth for the public good,
and in order that no man may plead
ignorance at this critical hour.
The city of Astoria, with iu 1S,
000 people and its debt of over one
million dollars, stands for a per capita
obligation of $78.33, including its
very babies, and that should be
enough to stir the civic sense of dan
ger to the widest and quickest scheme
of relief, than which there is none
better, nor more opportune, than a
vote for the full Republican ticket at
the city polls on Wednesday next.
Any other choice, at that time, will
but fasten the incubus on the com
munity and increase it to the point
of destruction. The hour is at hand
for breaking the grip of the "Spend
ers" and save the city its credit
among: men of affairs in every relation..
"CITS" ON THE RUN!
The "Citizens'," with Hon. A. M.
Smith setting the active pace, are "on
the run." For once they are up
against a state of affairs they can
not renig on and the people are
awake to the peril of continuing
them in office. Knowing this, and
making no open answer to it, the
"Spenders" are silently, and despair
ingly, at work trying to "save their
bo:on."
They started the campaign with a
tonvention that blasted every claim
to honest consideration among the
voters and leaves their leader and his
cohorts open to every politcal chal
lence that can be sounded among
decent civilians. No one wonders at
the helpless scare that besets them;
it is widely understood now, of all
men, and the only surprise expressed
at all is that they should possess th
audacity to stay in the fight.
Men are fearing for their homes
and businesses and the ultimate
status of the city they live in; are
appalled at a condition they knew
not of, and eager for its speedy re
demption. The strong, straight con
viction that their revenues have been
wasted, their public improvements
shabbily and recklessly done, and
their civic credit stretched to the
breaking point, are lessons that will
not be forgotten in a hurry, but will
be remedied in a hurry and with a con
vincing majority. The same people that
voted one month ago to save the na
tion from the hands of an impracti
cable theorist, will not hesitate to
save their city from the maw of the
"Spenders and the law of paying
honest debts.
For once there is an actual, prac
tical, logical tone to the popular
conception of things here, as they
really are; and with this for a battle
cry and an inspiration to safety,
there will be an accounting on the
9th of this month that wilt be a les
son to every community in Oregon.

MR. FOLEY'S MESSAGE.
The Budget's answer to Mr. Foley's
letter in yesterday's Morning Astor
ian, is on a par with all the rest of
its pleadings for the "lame duck" it
is so lamely supporting. Mr. Foley
got his information just where we got
ours, from the office of the Auditor
and Police Judge of Astoria, an of
fice run by one of the best men in
the "Citizens'" administration; a man
who does tell one man one thing and
another man another, as the Budget
well knows.
The figures presented in these col
umns yesterday morning place the
municipal debt of Astoria at $316,-
482.85, no more, no less. The city
itself owes that much, and it has no
dependable assets, no marketable-for-cash
off-sets of any kind, as the
Budget knows equally well, since it
has not published them.
We might as well face the truth
and tell it. Sophistry and quibbling
are not in it any more. Facts are
facts and figures are figures in a cam
paign for salvation such ar this
paper and the taxpayers and righteous
voters are prosecuting. Nothing short
of deliberate falsification an mislead,
confuse and confound the voter now,
and our evening contemporary will
do well to adhere to living facts, since
we all want to live in Astoria, and be
as free from the curse of maladmin
istration as we may.

There was one happy man in Al
ton yesterday afternoon, anyway, h
was a visitor in the city and a guet
at the Hotel Astor, on Dx.ane street,
a Mr. Botts.
Mr. fiotts had occasion to send
some linen to the Troy laundry early
in the day and the lot included a pair
of drawers. Along in the afternoon
he received a telephone call from
Manager C. A. Burlingame, of th
laundry asking him to call there ut
once on a matter of importance. Mr.
Botts called instnnter.'
"Mr. Bolts, what laundry did you
send to this establishment this morn
ing?" asked Mr, Burlingame.
"Why, I sent-er, this and that and
the other," replied the tourist.
"Well, how do you carry your
valuables, an dwhere, and about how
much do you generally carry?" con
tinued the manager.
"I carry but blamed little, most of
the time," suid Mr. Botts, "but when
I do have anything extra, 1 my GodJ
say did you find a 'fifty' pinned in
those under-hauls, did you? did you"

WHAT WILL IT BRING?
Every great fundamental public im
provement, such as the proposed sea
wall for Astoria, has some huge and
compelling motive behind it; some in
spiring, promising, profitable predi
cate; some vast and compensating
reason, such as the certain expansion
of commerce, of industry, of business,
of supreme advantage, of communal
superiority and public service. That
is, every one we ever knew of, ex
cept the Smith-Seawall bill. THAT
is before the people without a single
plea of ntility, of universal advan
tage, or of understandable reason,
save the undenied desire of its back
ers for a chance to spend some more
of the peoples' money; and, barring
the one fact that such an enterprise
would furnish forth work for hun
dreds of laborers, and mechanics.
which is, of course, a desirable end, in
itself, everything else being equally
expedient, it does not offer a solitary,
tenable claim to the honest support
of local voters.
There is a time for all such great
things as this; but this is not a time
to even contemplate such an extrava
gance. Owing over a million, and
committed to that obligation, Astoria
will not dare vote the second million
on her people. It would be civic sui
cide, pure and simple. For this rea
son alone it will be defeated next
Wednesday, and for no other. Tt
bears no promise save that of wild,
unremuncrative debt, in addition to
the unbearable load now oppressing
the people here.

O'CONNELL WINS.

PORTLAND, Dec. 3.-In a mag
nificent wrestling exhibition tonight,
Eddie O'Connell of this city secured
two out of three fails from Jo Rein
rich of Spokane. Heinrich was much
stronger but O'Connell was superior
in speed and knowledge of the
game. O'Connell took the first bout
in 33 minutes, the third bout In four
minutes. eHinrich took the second
bout in 19 minutes in 18 seconds.
