The American-Hawaiian steamship
Kevadan, Captain J. S. Greene, on
the bridge, entered port on Sunday
and went on to the metropolis with
out any delay here. She will return
down this week and load on 8000
case of salmon at the A. & C
docks, for Eastern delivery. She
brings 1209 tons of general cargo
for Portland, in 14,265 packages; 149
tons for Tacoma, in 2359 packages;
and 79" tons, for Seattle, in 13,481
packages. She left 800 tons marked
for Portland at Salinas Crut, having
to room for it Her cargo left New
York on the 30th of October last.
While she had some few tons for
minor points in Oregon she carried
nothing for Astoria this trip.
The towing steamer Shaver came
down early yesterday morning with
oil barge No. 3 and delivered that
vessel to its consort, the steamship
Atlas, which proceeded to sea and
Saa Francisco with despatch. The
Atlas behaved like a cow that had
just found its lost calf when the
Shaver and barge hove in sight off
Tongue Point, and bellowed around
the bay for nearly half an hour un
til she had got aline on it Then
she calmed down and went to sea
quietly; with half the people in
town growling anathema at her for
waking them up from their morning
sleep. A good stiff fine will go, a
long way to settle some of this
idiotic whistling and it may be forth
coming if there it not a let-up to the
nuisance.

The steamship Rose City came in
to port yesterday morning and dock
ed at the O. R. & N. at 6:30 o'clock:
thereby surprising herself a bit as
well as all hands in Astoria, She
had fine weather of it all the way up
The Portland-Asiatic liner Arabia
with a full cargo and a sharp list to
port, came down the river yesterday
and is at anchor in the "city channel
and will probably go to sea and the
Orient today.
The steamship Roanoke' came in
to her dock, the Callender, at 2

WHAT THE MAN WITH FIXED
INTEREST IN ASTORIA IS
COINQ UP AGAINST.
The following communication, from
a deeply interested citixen, is given
for the real good it may do in this
home campaign; and because of its
pertinance and solid directness:
"Astoria. Or. Dec. 1st 1908.
"Editor Astorian:-
Probably one of the most impor
tant events in the history oil Astoria,
far greater than the Seawall bill or
other proposed amendments to the
city charter, is the character of men
to be selected on December 9, to
manage the business affairs of the
city. That a change is necessary is
evidenced by the fact, that under
cititens administration for the past
ten years Astoria has not yet advanc
ed in commercial importance to
which its situation and natural re
sources has entitted it to. This is due,
to a large extent, upon the adminis
tration of city affairs. Capital seeking
investment desires to be informed
upon the financial condition of
city, its indebtedness, resources and
opportunities guaranteeing an -inter'
est upon the investment. '
"A city that is overwhelmingly in
debt, with no immediate piospects
of discharging that debt, with taxes
in excess of any other eity on the
coast, levied to meet the interest ea
this indebtedness; with an adminis
tratton that has made no effort to
reduce the indebtedness but on on th
contrary, due to ignorance or Inabil
ity to manage city affairs on business
principles, has increased the indeb
tedness, unti it has exceeded
o'clock yesterday afternoon after
quick and pleasant run up , from
California. She had 43 people in her
cabins and plenty of freight for the
metropolis.
The steam schooner Bowdoin ar
rived in on Sunday morning early,
on her first voyage here from San
Francisco, and went on to Portland
at once.
The steamer Alliance came down
alright on Sunday morning as usual
and left out at once for Coos Bay
points. Captain Ben Olsen was still
on the bridge.. "
The steamer Breakwater (WITH
her whistle), arrived in on Sunday
morning from the Coos country, and
went on to Portland after a . brief
stay here at the O. R. & N. pier.
(She took her whistle with her.)
The Hammond liner Geo. W. Fen
wick left port on Sunday morning,
bound for Aberdeen, where she will
finish loading for the California
coast.
The motor boats Louise and
Delia are both on the ways at
Leathers' yards, getting a thorough
overhauling below their water-lines.

voter interested iu the future growth
and prosperity of the city to demand
a change.
According to the quarterly report
of the Auditor and Police Judge the
total indebtedness of the city of As
toria is approximately, $316,000. In
order to bring it within the limita
tions of the charter, certain resources
are claimed, such as city hall build
ing, and other property owned by the
city, mostly of fictitious value, also
large amount of money due on
street improvements, which the city
has bid in on account of the execs-
siveness of the assessment, and
which will never be redeemd, and to
which property, the city, under the
law, can never acquire a title, makes
these quarterly reports appear reg
ular, especially to the advocates of
the cititens party, but to any man,
well versed in finances, compels him
to withdraw investments and even
loans on city property. While the ex-
cessiv burdens of taxation is keenly
felt by not only the large property
owners, but the owners of small
homes, it is nothing to the virtual
confiscation of property engendered
by street improvements far in excess
of what the actual cost should be.
"Many enterprising citizens won
der why it is, that capital is not at
tached to Astoria (or investment It
is a well established fact, that very
little, if any, outside capital has been
invested in Astoria during the past
ten years. Capital will not invest ia
any city where there is a tax admin
istratlon of municipal affairs, and
where a large majority of home cap'
ital Is unwilling to take any risks.
They will not invest in a city whica
requires the entire 10 mill levy (or
Current expenses and a seven mill
levy for deficiencies. The fire depart
ment is an illustration worthy of
careful consideration. It has cost the
tax-payers during the past year, ap
proximately $18,003, while the appro
priation was $12,000. This deficiency
must be made up by a special levy,
It sb,ows very clearly, not only
the fire department, but in every oth
er department, a carelessness in the
management of the finances of the
city. Kot only has the cost of main
taining er department of the city
exceeded the appropriation, but the
indebtedness of the city has been In
creased by nearly $100,000 during the
past year. This is all due to the ad
ministration of the citizens party.
"According to the registration
books, about 1600 voters have regis
tered. Of this number 1100 are
Republicans. If a voter registers his
politics, all things being even, he is
supposed to vote his party ticket.
Personal animosities and political
differences should not be taken into
consideration. No man can serve
two masters. If he is a Republican,
why not vote his party ticket, es
pecially when this is the first year
for more than 10 years, that the Re
publican party has had a straight tick
et in the field. The ticket is composed
of good, representative business men,
many of whom were induced to run
on the assurance that the Republi
cans wouljf stand united, in order to
secure a business administration of
city affairs. If the Republicans ars
defeated at the city election this
year, it will be impossible to secure
representative business men to run
two years from now. They not only
lose faith in human nature, but in
the honesty and integrity of Repub
lican voters.
"This is the first time Republicans
will have an : opportunity to vote
their condemnation . of ' a reckless
citizens administration, and a return
to business principles as guaranteed
by the Republican candidates. What
Astoria needs, and what it must
have, if it is to forge ahead, is a city
administration in the control of
business men in whom the" public
have confidence, eliminating political
chicanery and political pets, to the
end, that confidence will be restored,
which is not and cannot be expected
under the citizens' regime. These
are a few facts to be considered by
the voters of Astoria with the hope
that they will vote as they register,
eliminating all factional differences,

KEETS DEATH IN THE
ICY RIVER
EMIGRATION INSPECTOR SEES
MAN WALK OFF FROM
14TH STREET WHARF
A man was seen to walk off from
the wharf at the foot of 14th street
Inst night and drop into the waters
of the river below. There .was a
splashing and then all, was still. The
river had claimed another victim.
It was Ncllo Johnson of the emi
gration department who witnessed
the tragedy and he at once gave the
alarm at the Scheldnagel saloon, and
several men hastened to the water
front to see it it were not possible
o save the man. Nothing was lo
be seen or heard.
The electric lights shine brightly
in the wharf at the foot of 14th
street and it hardly seems probable
that Mr, Johnson could have made
any mistake. It is probable that
some man who was tired of life
simply walked to the waterfront and
stepped off into the cold waters be
low and was immediately swallowed
within their icy grasp. The ma.i
wore a long dark overcoat, and
more than that it was hardly pos
sible to discern.
The ascription fits a man who
has been acting in a peculiar man
ner for several days, and if he dots
not show up today It will be decmd
almost conclusive that it was he whi
met a suicide's death last night.
