Girls Work Wonders At A Fair In
Chicago Temple.
CHICAGO. Nov. 23.-A round
dozen engagements "were announced
as the grist of ten days of the "Coun
ty Fair which closed at Emanuel
Temple last night. The record was
made through the aid of a model Sat
where a number of girls cooked daiu
ty dishes that captured bachelor
members of the congregation.
There has been in operation since
November 14, the idea being conceiv
ed by the Rabbi Felix A. Levi, who
was getting discouraged by the few
marriages.
The first couple that announced
their engagement will receive a num
ber of pieces of furniture with which
to start housekeeping. This couple is
Rose Suekoff and Julius Wilzinski.
Apple pie won the man's heart and
he does not deny it.

a new dredge may become aailable
The people of Portland have been
anxiously urging an appropriation
sufficient to construct permanent
works provided for in the project of
June U, 1902, the purpose of which is
to secure and maintain a permanent
depth of 25 feet in the channel from
Portland to the sea, so far nothing
has been done in the way of perma
nent work in deepening and maintain
ing this channel, all work being in
the nature of temporary construction
and dredging. The permanent work
will consist largely of dike. The
Portland people have recently made
objections, which have been voiced
editorially, to the million dollar ap
propriation for the Cclilo Canal, urg
ing that this million dollars ought to
have been expended below Portland.
As for the value of the commerce
handled by way of the lower Colum
bia River, which of course means all
of the commerce which goes out of
this river, whether it originates in As
toria or elsewhere, is estimated to be
valued at $60,783 ,651. 00, consisting of
3,532,094 tons.
The .engineers calculate that the
jetty at Fort Stevens can be comple
ted within two more years which
would mean, if this calculation is
correct, that the North jetty will have
acquired 26 years in building, the
length of which is about 6 1-2 miles.
It may be said that at the comple
tion of the first jetty project in 1895.
there was secured a depth of 31 feet
in the mouth of the river, an increase
of II feet over the depth existing
when theimprovemcnt was commen
ded. Bat this depth did not long pre
vail. Progressive deteriorations soon
set in. By 1899 the best depths had
lessened to 28 feet and the channel
had shifted into an unstable position
two miles north of the 1805 channel.
By 1902 the depth had still deterior
ated to 21 feet at low water. With a
view of arresting the shoaling process
and securing a stable position for the
channel, the district officers submit
ted a report in 1899, recommending
that the 1895 jetty by being extended
a further distance of three miles. This
report which was published in the an
nual report of the Chief of Engineers
m 1903, constitutes a project under
hich the work, is being prosecuted
and provides for ultimately building

the northerly headland should . be
found necessary. This project also pro
vides for a dredge to aid the concen
trated current in deepening and main
taining a channel of the requisite
depths.
No effort has yet been made by the
engineers to prepare a revised esti
mate for the North jetty. The sugges
tion has sometimes been made, the
engineers say, that results might be
accelerated by building the North
jetty before the South jetty is wholly
completed but the suggestion ii born
of a hope, of an impatience with the
slow response that the depths . are
making to the extension of the
South jetty, and is not founded in
the opinion of the engineers, upon
any good engineering principle. An
inspection of the position of the south
jetty relative to the North headland
will show that the jetty has hardly
been extended far enough between th
North headland to be useful as a dike
against which contraction could at
this time be made by a North jetty.
From the standpoint of the construc
ting engineer, it is logical to finish
the South jetty first, so as to make
available for the North jetty the ma
chine shops, hoists, derricks, engines,
locomotives, traction cars, piledrlvcrs
and other costly equipments, all of
which could be transferred to the
new base in the vicinity of Fort Can
by. To begin the construction of the
North jetty, before the South jetty
is finished and to carry on operations
on both at the same time would re
quire the purchase, at large cost, of
a second equipment similar to (hat
at Fort Stevens. ' "
There are the opinions of the engi
neers concerning the building of the
.North jetty as they have been,, set
down in their various reports.
This brief resume of the cost and
results of the work that has been ac
complished in the building up of the
South jetty and of maintaining the
temporary channel from Portland to
the sea may serve to give the facts
to those who are interested In secur
ing further assistance from the pres
ent Congress.
The important thing for Astorians
to note is that the original project
for the South jetty included a dredge
and that the only thing, necessary
perhaps to do is to find the money
in the way of an additional appropri
ation 10 purcnase tne same, it may
also be noted that the reports of the
various engineers are not at all san
guine upon maintaining a permanent
channel from Portland to the sea of
any considerable depth. While the
depth is now stated by the engineers
to be 22 feet and although they there
fore state that a vessel need have no
hesitancy In loading to the depth, of
24 feet, yet it may be noted that it
was never intended under the project
for the permanent improvement of
the channel from Portland to the sea
now in operation, to secure a greater
depth than 25 feet and it does not
seem that even this depth can be se
cured for many years to come as the
engineers seem to believe that it It
about all they can do to maintain the
present depth of 22 feet. Again it may
be noted that while the depth acre's
the bar at the completion of the first
jetty project in J95 was 31 feet, fol
lowed, by the shoqling of 10 fect, re
ducing that depth to 21 feel, that now
thejhoaling has been arrested and on
June 30th of last year' a depth of 25
1-2 feet had been attained and it may
be expected with every degree of con
fidence that with the completion of
the South jetty two years hence and
with the putting of the bur of a
dredge that a depth of 4 feet or more
will easily be attained. ,
As for building the North bank jet
ty it is already included In the pro
ject and whatever is done to acceler
ate that work need onlv ha don in
the line of securing the necessary ap-j
propriation. ' '
And while Portland Is opposing all
appropriations In the river above that
city until a permanent 'channel has
been completed from Portland too the
sea, that city is likewise not interest
ed in deepening the bar until th
channl above the bar to Portland j'
been made permanent and of a depth,
equalling that through the bar. And
this may never be done 1 became It
may prove an absolute Impossibility,
at least an impossibility for several
generations to come. . ;
On, the other hand, if Astoriani will
come to the front, can Insure the Ira
mediate completion of the jetty at
the mouth of the river, Astoria will
he a safe harbr to a depth of from
40 to 80 feet, a depth that never can
be attained at Portland.
It is the crime of Oregon that the
jetty was not completed twenty year
ago. If It had been Astoria would to
day be the biggest city in the Northwest.
