Harry W. Rinn, whose services as
plain clothes man and as desk man
at the police ' station were scheduled
to Commence" today, took an early
start and began the duties at the of
fice yesterday. Later in the day
Mr.-Rinn went out on a case that
was reported by wire and "picked
up" two men whose descriptions had
been sent in.

been no one at the station at night,

the officers chanced to be there, and
hence it was not possible for citi
zens to get an officer by phone no
matter how urgent the need might
be. Even in the day time the sta
tion has been locked up much of the
time; 'fcs :the"cnief of police found it
necessary to be out on the streets -n
pursuit of his manifold duties. But
the lack of any one in the station at
night was the worst feature. There
might be a burglar in one's house, or
a murder going on next door, with

It is understood that the new man
will be detailed to remain in the
station much of the day, and part
of .his duties vill be to keep the
books, though this is a very simple
matter, though including the hand
ling of the licenses money, etc. With
the station thus covered during much
of the day it should not prove a dif
ficult matter, to arrange to have the
office kept open at least during thi
early part of the night; or, if this is
not done, there seems an imperative
necessity of making some arrange
ment whereby citizens may get 'n
touch with the police in case of dfre
need. At present if a citizen needs
an officer the way to get him after
dark is to go out and look for him
on the streets.

new assignment of beats for the
men. In this way men who have had
night work and bad beats for a long
time may get a chance for some
easier hours and duties.

about lack of proper policing of that

In some small municipalities where
the police force' is small and the
men are necessarily kept out on the
streets, various simple expedients are
used to get in touch with the "officers
in case of urgent need. For example,
it may be arranged to phone to the
telephone office. There the operator
may touch a switch and turn on
some red, or green, light promi
nently displayed on the street. This
is almost certain to be seen by offi
cers within a very few minutes, and
they can then quickly ascertain what
s is wanted. This system is now used
in several cities of the country, in ad
dition to their signal boxes.

was also in great luck, the case
against him was dismissed by Jus
tice Goodman after the evidence was
all in. A. G. Spexarth, P. A. Stokes,
Victor Rost and A. Jaloff all got on
the witness stand and told what they
could about ,Mafko, but all the tes
timony combined still left Marko
merely an "innocent bystander.' He
had not signed the checks, nor had
he made any false or fraudulent rep
resentations, the testimony showed.
He had simply stood by while Sing
er did the work. While it might have
been possible to have convicted
Marko as a fellow conspirator' with
Singer, yet under the manner ' the
case was brought this seemed impos
sible and Marko went free. Thus
both'men are out of the clutches of
the Clatsop county law, though there
is the bare possibility that Singer
may yet be caught.
